Description
Request for Information Software Engineering Support Services for Electronic Data Interchange (EDI) Transactions Application Suite (TAS) The Technology Acquisition Center is conducting market research to identify interested sources that are capable of performing the requirements set for the in the EDI TAS Performance Work Statement (PWS). While this effort is intended to be competed among contract holders under the Transformation Twenty-One Total Technology Next Generation multiple award indefinite delivery indefinite quantity contract, using fair opportunity procedures in accordance with Federal Acquisition Regulation 16.505, all interested and capable sources are encouraged to respond to this RFI. This request for information (RFI) is issued solely to ascertain feedback from industry. Interested parties are asked to review the attached DRAFT PWS and respond to the questions listed below. Be advised that acquisition strategy, to include set-aside decisions, may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible. Do not submit a proposal. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Any questions pertaining to this RFI shall be submitted via email to Contract Specialist Lana Farber at Lana.Farber@va.gov. It is requested that interested vendors respond to the following questions: Has the draft PWS and associated documents provided sufficient detail to describe the technical requirements that encompass project management, requirements analysis, design, development, integration, testing, release support, and warranty support for requirements supporting the OCC EDI TAS Program to be performed under this effort? If no, please describe. Provide a capability statement that demonstrates your company s ability to fulfill the requirements of the PWS. Provide a rough order of magnitude (ROMs) that addresses the level of effort (LOE) required to meet the requirements of the PWS. Please ensure the ROM specifically identifies the LOE for PWS paragraphs 5.1.5, 5.4. and 5.6. List any General Services Administration (GSA) Schedules or Government-Wide Acquisition Contracts, relevant to the requirements of the PWS, that you are currently performing under. Small businesses should also include information as to: The intent and ability to meet set-aside requirements for performance of this effort, if applicable. Information as to available personnel and financial resources. Information as to proposed team members, the percentage of work each is to perform and which requirements are planned to be subcontracted. SDVOSBs must indicate whether at least 50% of the total cost of the requirement is planned to be expended for prime employees or employees of other eligible SDVOSB firms. This should also include the prime planned percentage and if under 50%, the names of the potential team members that may be used to fulfill the 50% SDVOSB requirement. Responses shall be submitted by close of business on March 13, 2019. Responses shall be limited to six (6) pages. There are no format requirements.
