Description
THIS REQUIREMENT IS FOR A FIRM-FIXED PRICE ONE (1) YEAR PURCHASE FOR TRAILER, LIFT GROUND (TRAILER, SECONDARY BARRIER-WING INSTL/RMVL), PART #17G460213-1; NSN: 1730-01-484-2813 BA. THE BASIC IS FOR QTY OF 2 EACH (INCLUDES FIRST ARTICLE), TEST PLAN (1 LO), AND TEST REPORT (1 LO). THE C-17A CENTER BAY WING FUEL TANKS FUNCTION AS AN EXTENSION TO THE TWO INBOARD MAIN FUEL TANKS. THEY PROVIDE AN ADDITIONAL FUEL CAPACITY OF 67,138 LBS OF FUEL TO EXTEND THE OPERATING RANGE OF THE AIRCRAFT. INSIDE THE CARGO COMPARTMENT, A SECONDARY BARRIER IS MOUNTED BELOW THE FUEL TANKS TO TRAP FUEL OR FUEL VAPORS (LEAKING FROM THE TANKS) AND PREVENT THEM FROM ENTERING THE CARGO BAY. CAUTION - DUE TO SAFETY PROCEDURES DETAILED IN T.0. 1-1-3, ANY NON-EXPLOSIVE PROOF SUPPORT EQUIPMENT MUST BE KEPT OUTSIDE A 50 FT PERIMETER AROUND THE AIRCRAFT. A MEANS IS REQUIRED AT THE ORGANIZATIONAL AND DEPOT LEVEL OF MAINTENANCE TO INTERFACE WITH THE WING PANEL ASSEMBLY SECONDARY BARRIER, PN 17P6W5404-1, MOUNTED ONA STRONGBACK HOISTING AND POSITIONING FRAME, PN: 17PW5400-HFLD, SERD 460214. THE SECONDARY BARRIER IS APPROXIMATELY 271" L X 202" W X 50" H, AND WEIGHS 450 POUNDS. THREE (3) MOUNTING STRAPS SECURE THE BARRIER TO THE CARGO BAY CEILING. WHEN FUEL OR GAS VAPOR IS DETECTED IN THE AREA BETWEEN THE CENTER BAY FUEL TANKS AND THE SECONDARY BARRIER, USING A PORTABLE LEAK DETECTION UNIT, THE SECONDARY BARRIER WILL REQUIRE REMOVAL. AN INSPECTION OF THE UNDERSIDE OF THE FUEL TANKS WILL BE PERFORMED TO ISOLATE THE LEAK SOURCE PATH, AND THEN TO FACILITATE THE RE­PAIRS. TO SUPPORT EXTENDED RANGE (ER) CONFIGURATIONS FOR AIRCRAFTS P-71 AND UP, THE MEANS MUST INCORPORATE THE FOLLOWING FEATURES AND CAPABILITIES: • THE MEANS MUST BE CAPABLE OF CONNECTING TO A FLIGHT LINE TOW VEHICLE MAN­UAL RELEASE PINTLE HOOK ASSEMBLY HAVING A MAX CAPACITY OF 18, 000 LBS FOR TOWING AT A MAXIMUM SPEED OF 20 MPH. • THE MEANS MUST BE CAPABLE OF INTERFACING WITH THE CENTER FLOOR TIE DOWN RINGS, PN: 17P2A1816, APPROXIMATELY 3.88" L X.56" W X 2.87" H IN THE CARGO BAY COMPARTMENT. • THE MEANS MUST INTERFACE WITH A %-INCH INSIDE DIAMETER (ID) HOSE HAVING A TWO LUG COUPLING FITTING, PN: RAM-3 WHICH IS PART OF THE PORTABLE AIR COMPRESSOR, PN: 86405 SERO 010024, OR FACILITY AIR SOURCE. • THE MEANS MUST BE CAPABLE OF INTERFACING WITH FOUR SUPPORT SYSTEM BRACKETS, PN: 17P6W5409-517/-518 AFT AND PN: 17P6W5409-551/-552 FWD, HAVING A %-INCH ID HOLE. THE BRACKETS ARE LOCATED ON THE AIRCRAFT CARGO BAY CEILING APPROXIMATELY 15 FT OFF THE CARGO FLOOR. • THE MEANS MUST BE CAPABLE OF INTERFACING WITH THE HOISTING FRAME'S FOUR FEMALE POST ADAPTERS, EACH ACCEPTING A 7/8" W X 2" H POST. THE HOISTING FRAME IS USED FOR THE REMOVAL AND INSTALLATION OF THE SECONDARY BARRIER. • THE MEANS MUST PROVIDE FOR BRAKING, PARKING OR STOPPING ON AN UNEVEN SURFACE OR CARGO RAMP. • THE MEANS MUST BE CAPABLE OF RAISING AND LOWERING A 2000 LB LOAD APPROXIMATELY 15 FT FROM THE CARGO FLOOR TO THE CARGO BAY CEILING. • THE MEANS MUST BE CAPABLE OF NEGOTIATING UP AND DOWN A RAMP HAVING A COMBINED TOE/RAMP SLOPE OF 11-DEGREES. • THE MEANS MUST BE CAPABLE OF BEING FORK LIFTED FOR GROUND TRANSPORTATION AND SHIPPING. • THE MEANS MUST BE EQUIPPED WITH TIE DOWN PROVISIONS FOR RESTRAINT DURING SURFACE SHIPMENT AND MEET AIR TRANSPORT LOADING REQUIREMENTS.
