Description
The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland intends to award a modification to the sole source contract N00019-15-C-0083 to the Canadian Commercial Corporation (CCC), 50 O'Connor Street Suite 1100 Ottawa, KIA OS6, Canada as the prime contractor and MXI Technologies, Ltd. / IFS World, 175 Terence Matthews Cres, Ottawa, ON K2M 1W8, Canada as the subcontractor, for the development, procurement for the development, procurement, and maintenance of Life Used Indices (LUI) software used on computers in Kuwait as a tool for maintenance tracking, planning and scheduling for the Kuwait F/A-18 F404-GE-402 engines in support of the Kuwait F/A-18 Program and to design a software solution to support the F414-GE-400 engines. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" and more specifically 10 U.S.C. § 2304(d)(1)(B) as implemented by FAR 6.302-1(a)(2)(ii): "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that is not expected to be recovered in competition; or (B) Unacceptable delays in fulfilling the agency's requirements."
