Description
Performance Work Statement (PWS) Cable Television and Internet Service Sheridan VA Health Care System 1898 Fort Road Sheridan, WY 82801 Purpose: Cable Television and Internet Service provider to install and successfully test, Cable Television and Internet system throughout the medical facility. Provide commercial television programming and internet services. Background: Sheridan VAHCS has many residential programs and operates a nursing home where many of the veterans heavily rely on television for both entertainment and keeping abreast of current events. The facility is requesting Cable service and not Satellite service due to the aesthetics of our historically old 1800 s buildings. The Medical Center Director has requested that no Satellite dishes be affixed to any of the buildings. All of the buildings have already been wired for underground cable service. The cost of installing the underground cable and internet lines was deemed very important to this facility in order to preserve the historical look of our campus. The buildings use a single cable RG6 for both internet and cable services to each location. Internet must have at Minimum download of 50 Mbps and upload of 15 Mbps with no data caps providing Unlimited Data. Internet must not be slowed down due to streaming and/or data usage. The facility also requests, in the case of system outage, same day or next day trouble shooting and repair service from 0830-1600 excluding weekends and major holidays. Pre-existing equipment owned by current contractor: An on-site coax video signal distribution network is currently in place. This includes amplifiers/preamplifiers, splitters, and low voltage interface equipment (Mountain View Living Center) for conversion to 12V. Cable TV Connection Locations: Building 2: 2 connections Building 3: 6 connections an increase of 4 from previous contract Building 6: 2 connections Building 7: 4 connections Building 8: 3 connections Building 9: 2 connections Building 61: 2 connections Building 71: 30 connections Building 86: 43 connections Building 87: 4 connections Building 64: 3 connections Total terminations: 101 connections (4 of which will have to be installed at the beginning of the contract) Internet Connection Locations Building 7: 1 connection Building 9: 1 connection Building 61: 1 connection Building 86: 2 connections Building 87: 1 connection Building 64: 1 connection Building 8: 2 connections Building 2: 1 connection Total Internet Connection: 10 connections Additional requirements: Cable service to be of a basic package with no premium services (such as HBO, Movie Channel, etc. unless added at no additional charge to the Government), no dedicated pornography channel access is allowed, and must include the following at a minimum: The Weather Channel PBS One or more local broadcast channels (may be regional for emergency broadcast purposes). The video resolution is to be consistent with coax distribution (no coverage for HDMI). Each television supplied with cable service will uniformly have access to the same programming. Contractor/Vendor will provide all equipment: to include head end equipment, any additional cabling as necessary to endure full coverage, ensure proper grounding of all installed equipment, any additional amplifiers/preamplifiers due to length of coax or data line runs, all mounting hardware, proper firewall and floor/subfloor penetration procedures per NFPA (National Fire Protection Association), and initial start-up programming of equipment, and briefing the designated Sheridan VAHCS staff for the on-site troubleshooting problems.
