Description
STATEMENT OF WORK (SOW) HANDS FREE COUNTERTOP MEDICATION COUNTING MACHINES AND RELATED INTERFACE A. GENERAL GUIDANCE Title of Project: Purchase of four (4) countertop hands free medication counting machines for use in pharmacy outpatient controlled substance area due to increased workload related to tramadol transitioning to a controlled substance and hydrocodone products transitioning to CII schedule status. These counting machines will be utilized to increase accuracy and efficiency and decrease potential for counting errors in medications requiring double and triple counts and multiple inventories weekly. New counting machines have been recommended by Quality Management, Police Service and Patient Safety in response to recent error investigations. These machines will capture and store visual images of all transactions for all sort of auditing/review purposes, and will have an ability to integrate with the existing Optifill equipment in the future. 2. Objective: The vendor will deliver a working counting tray with an operational display, software and database, camera and barcode reader. It will have a counting tray and a sulfa/penicillin platter to prevent cross-contamination. All database and software upgrades shall be included. The contractor will supply a countertop hands free medication counting machine with following required aspects: High-speed counting system for packing tablets, batch verification, or batch-counting identical-shaped parts Ability to accommodate outpatient pharmacy needing small- to mid-volume counting and filling Fast, accurate counting Sized for countertop usage, simple operation and cleaning Size: Approximately 18 H x 16 D x 13 W Weight: no more than 40 lbs (17 kg) Power: Utilize regular 110 volt outlet plug power source Count Rate should be adjustable Maximum Tablet Size: at least 0.86" long (22mm) and 0.74" wide (19mm) Ability to save prescription number or medication National Drug Code (NDC) number for future review Capability to generate and print reports Capability to be added to current maintenance contract for service/technical support Enable pharmacist to visually inspect the quantity dispensed to verify accuracy System that keeps track of all transactions that can be reviewed later for quality assurance. Have an ability to integrate with the OptiFill system in the future. Background: The VAMC NYH Manhattan & Brooklyn & St. Albans Campuses Outpatient Pharmacies vault workload has significantly increased from around 30 CII prescriptions per day to an average 100 CII prescriptions per day, due to the transitioning of Hydrocodone Schedule II medication and tramadol to a controlled substance. It is of utmost importance that the quantities are correct for these prescription fills. The use of this machine will allow increased accuracy and efficiency in an area where these aspects are critical to patient care, inventory control and staff safety. Entire stock inventories occur multiple times weekly in this area, and a counting machine to aid in these inventories is a must, with not only efficiency, but also ease of use being priorities due to the increased workload in the area. Recent counting errors have occurred in which Quality Management, Police Service and Patient Safety have been involved and have made the strong recommendations that newer, more accurate and advanced counting machines be purchased for this dispensing area. The addition of these counters will not only create a safer and more accurate dispensing, but also has potential to decrease the number of pharmacists/technicians needed to count and dispense controlled substances. SCOPE OF WORK: The contractor may ship the counting machines to their respective services. The contractor shall assist remotely with installation if applicable; however, on-site installation may be required and shall be an option if deemed necessary by the site. New equipment acquired must be Windows 10 compatible. The contractor will provide training to VAMC pharmacy users on new hardware/software if indicated. CONTRACTOR REQUIREMENTS: The contractor will provide trained field service technicians for on-site installation. Contractor must be listed on the Central Contractor Registration (CCR) and not barred on the excluded party list system. The contractor will report to Logistics or designated area specified in contract when visiting the VAMC campus for any reason. Qty.
