SOURCES SOUGHT FOR NAVAL FACILITIES ENGINEERING COMMAND (NAVFAC) ANTITERRORISM/FORCE PROTECTION (AT/FP) ASHORE GLOBAL ENTERPRISE LAND MOBILE RADIO (ELMR) SUSTAINMENT This Sources Sought announcement is for information and planning purposes only. This is not a solicitation for proposals and no contract will be awarded from this announcement. The Government will not reimburse any costs incurred in response to this sources sought. All costs associated with responding to this sources sought will be solely at the responding party s expense. Furthermore, those who respond to this sources sought should not anticipate feedback with regard to its submission. No telephone calls will be accepted. The information provided in this sources sought is subject to change and is not binding on the Government. The Government reserves the right to determine how it should proceed as a result of this notice. After review of the responses, a solicitation announcement will be published in the Navy Electronic Commerce Online (NECO) and Federal Business Opportunities (FEDBIZOPPS) websites if the Government decides to continue with the procurement. NAVFAC Expeditionary Warfare Center (EXWC) is requesting responses to identify sources capable of providing global lifecycle sustainment of ELMR systems for the NAVFAC AT/FP Ashore Program. A system includes all of the hardware, firmware, and cabling or other signal/data transmission sub-systems necessary for the system to function as intended. Sustainment is defined as all work and costs associated with maintaining and repairing systems, specified software and material as necessary to enable the system to perform as specified. Sustainment does not include Navy/Marine Corp Intranet (NMCI/ONEnet/PSnet) systems or equipment. Services include corrective and preventive maintenance of the ELMR systems/equipment and response and resolution of service calls. The applicable North American Industry Classification Code is 811213 Communication Equipment Repair and Maintenance , which has a small business size standard of $11.0 million. Please carefully review the draft Performance Work Statement (PWS) and respond according to the directions stated below. 1. Provide the following information: a. Company name b. Point of Contact c. Email address d. Phone number e. Company s business size and DUNS number for applicable NAICS 2. Provide a capability statement (not to exceed four pages) that details your company s knowledge of ELMR. The capability statement shall succinctly address the following three items to demonstrate the contractor s ability to perform the requirements of this PWS: a. The contractor s ability to manage, as prime contractor, the types and magnitude of tasks in the PWS; b. The contractor s technical ability, or potential approach to achieving technical ability, while demonstrating it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities; and c. The contractor s capacity, or potential approach to achieving capacity, to conduct the requirements of the PWS. For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed. Demonstrated ability to manage, technical ability and capacity may include citing and describing the same or similar relevant performance, but does not limit the interested contractor s approach to demonstrate capability. 3. Provide your related experience sustaining ELMR systems in the past five years. Include the contract number or other identifying information.
