Description
NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is interested in developing sources for a Performance Based Logistics (PBL) requirements contract which will include one 5-year base period and one 2-year option period in support of the H-60 helicopter. Efforts under this contract will include stocking, warehousing, repair, modification and/or replacement, storage, and providing of Ready-for-Issue condition assets for those components included on page two of this document. The PBL contract will require an integrated product life cycle approach whereby the contractor will assume responsibility for the management and support functions related to the PBL such as engineering and logistics support. The PBL contractor will be required to meet established supply response times through WRA/SRA repair and replacement, reliability oversight, as well as inventory, configuration, and obsolescence management. The contractor will be required to partner with organic depots such as FRC-SE (Jacksonville, FL) and to renew and/or execute new Commercial Service Agreements. As indicated in this Sources Sought Notice, in absence of interest by/approval of additional sources, the Government intends to negotiate a contract for this effort with the only approved source, Raytheon Company, under the authority of FAR 6.302-1. Specifically, the Government intends to award a PBL contract for the attached NIINs and Part Numbers in support of the H-60 helicopter. It should be noted by potential interested sources that the Government does not have the rights to, and thus cannot provide access to, technical data/drawings that may be required for manufacture or repair of these components. Interested sources must obtain Navy source approval in order to be eligible for award. While interested sources are invited to submit a source approval request, due to the Fleet ™s need for the subject effort, the time required for approval of a new source is normally such that the contemplated award cannot be delayed pending approval of a new source.
