Description
Notice of Intent to Sole Source Solicitation Number: 140R1019R0014 - Leavenworth Circular Tanks Design Synopsis: U.S. Bureau of Reclamation, Pacific Northwest Regional Office intends to award a sole-source, Firm-Fixed Price contract to McMillen LLC, 1401 W. Shoreline Dr. #100, Boise, ID 83702-6808, a large business. This requirement is for a circular tank design to rear Spring Chinook salmon using intensive fish culture methods. In 2013, Leavenworth National Fish Hatchery (LNFH) and Reclamation started addressing these concerns and completed the 65% engineering designs for a partial recirculating aquaculture system (PRAS) using circular tanks. Reclamation is continuing from the 65% solution of the original design to a 100% final design solution. Additionally, a waste water management system design will be required and incorporated to maximize water treatment capabilities. This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions". Additionally, in accordance with FAR 6.302-1(b)(1)(i), the item to be purchased is available from only one source. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED PUBLICLY. The NAICS code is 541330. The size standard as defined by the U.S. Small Business Administration is $15M. The Product Service Code is C219. If any firms believe they can provide this product they must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement to jsmorris@usbr.gov within 3 business days of this notice. No solicitation package is available and telephone requests will not be honored. Any information received will be treated as market research information for future or similar acquisitions. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Bureau of Reclamation, Pacific Northwest Region is not responsible for any costs incurred by responding to this notice.
