- Notice of intent to use a brand name product. The Naval Facilities Engineering Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a filter separator that has equal performance and listing/approval requirements as S.P. McLean Engineering, Liquip International, Model No: HV3044M-19SS. Fiscal Year 18 project PAF 160600, Asia Pacific Resiliency Bulk Fuel Storage Tanks, Royal Australian Air Force (RAAF) Base Darwin, Australia will require one (1) new Filter Separator at Fuel Farm #7 to provide redundancy for the three filter separators. The existing filter separators utilized at RAAF Base Darwin Fuel Farm #7 are S.P. McLean Engineering, Liquip International, Model No: HV3044M-19SS. The requirements for the filter/separator vessel are: a. API Specification: API/EI 1581 5th edition, category M, type S b. API Design Code: 1596 1st edition c. Design Code: AS1210 Class 3 d. Design Pressure: 19 Bar e. Test Pressure: 28.5 Bar f. Deck Plate Test Pressure: 12 Bar g. Design Temperature: -5 °C to 50 °C h. Product: F-34 AVTUR (JP-8) i. Number of First Stage Elements: 8 j. Number of Second Stage Elements: 4 k. Sump Volume: 26 L l. O-ring Seal Material: Buna-N m. Max Flow Rate: 3,200 LPM n. Inlet and Outlet Connections: DN150 ASME Class 300 flange o. Vessel Material: Stainless steel p. Flow Characteristics: Must be identical to the existing Fuel Farm #7 filter vessels (SP McLean Engineering HV3044M-19SS under license from Velcon by Liquip International) This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes or an invitation for bid. The intent of this notice is to identify other potential sources for this product. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or that is vague.
