- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This requirement is set aside for Small Business’ only. This announcement constitutes as the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation number D-19-ST-0154 is being used as a Request for Quotation (RFQ). This solicitation is under NAICS 517410, Satellite Telecommunications - Size Standard $32.5 million dollars. Please see the attached documents for detailed requirement information. All quotes shall be on an all or none basis, alternate quotes will not be accepted. All sources shall submit a quotation which will be evaluation. In accordance with FAR Part 13 Simplified Acquisition Procedures, the Government intends to issue a single firm fixed price purchase order to the eligible, responsible offeror based on Lowest Price Technically Acceptable (LPTA). Any questions must be submitted in writing no later than March 11, 2019 at 11:00am EST. The deadline for quotes is March 12, 2019 at 3:00 pm EST. All submissions (questions and/or quotes) shall be submitted electronically to Kaitlyn.M.Mahafkey@usdoj.gov with the RFQ number included in the subject line. No late submissions (questions and/or quotes) will be accepted. Delivery for products is required to be 30 days or less from date of signed purchase order. Start date required is 04/01/2019. This would be a one year purchase order – 04/01/2019 – 03/31/2020. Vendor will provide the following services: Twelve (12) months shared enterprise level VSAT (Very Small Aperture Terminal) satellite communications system, servicing operations in Kabul, Afghanistan. Bursting IP data rate of 4 Mbps down / 2 Mbps up with 10:1 / 5:1 contention ratio and Committed Information Rate (CIR) of 410 Kbps by 410 Kbps. The vendor will manage the network to ensure Fair Access to all users of that available capacity. CIR speeds are guaranteed and available to subscriber at all times. Shared Service Price Per Month is based on 12 month commitment: Super High Level of Service (SHLS) is provided through TCP and HTTP compression and acceleration for increased throughput. Congestion Management and Content Prioritization. Fully customized Web filtering to enhance productivity, reduce malware and lessen bandwidth requirements. Information Security and Cyber Security in accordance with DOD Information Assurance Certification and Accreditation Process. Technical Support Services – Afghanistan/US. Vendor Network Operation Centers based Afghanistan 12 months and USA operating 24/7. This package includes 24/7 Tech Support. Technical issues can be resolved by: 1) Telephonic support; 2) Remote access through firewall to update software, modify LAN configurations, block rogue users and infected machines on LAN; 3) On-site technical support when required. Support includes On-site warranty replacement of inoperative equipment when required and equipment is deemed to be not subject to abuse and/or misuse. One (1) XipLink Optimizer Appliance will be installed. This is a two-part appliance. One component will be installed in the provider’s network center, and the other in Kabul, Afghanistan. The purpose of this appliance is to optimize and compress the data being transferred over the network to increase data transmission rates.
