- NAVSUP Fleet Logistics Center (FLC) Sigonella intends to solicit for husbanding, contingency, exercise support, management, and integration services for all Federal Agencies. It is anticipated that Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contracts non-commercial services will be issued with an ordering period of 10 years. The Government does not intend to use FAR Part 12 for this acquisition. Performance will take place at the locations and regions specified in Place of Contracting Performance. The services to be provided through performance consist of husbanding, management, and integration services. Husbanding, management, and integration services consist of the following broad categories: general charter and hire, utilities, force protection, communications, land transportation services, and other services. The potential offeror will provide husbanding, management, and integration support services which include, but are not limited to, management services, trash removal, breasting barges, brows, collection/holding/transfer (CHT) sewage removal and disposal, telephone services (landline and cellular), fenders, force protection, material handling, interpreters, oil booms, oil waste disposal, fresh potable water, shore power, transportation, tugs, water taxis, pilot services, line handler services, crane services, vehicle rental (sedans and buses), paint float rental, forklift services, and communications. The eventual awardees would be U.S. Navy contractors, a husbanding service provider (HSP), and are NOT an agent of the U.S. Navy and does not have the authority to bind the U.S. Navy. Although the major effort of this requirement is maritime husbanding services at commercial and military ports, HSP may be required to support contingencies and exercises for services expressed in the PWS. Husbanding, management, and integration services are provided by an HSP from a standard list of supplies/services at a firm-fixed price. Supplies/Services other than ship repair services supporting deployed ships shall be within contractual scope. Services supporting maritime and land-based activities may be required. Beach Detachments and Advance Detachments supporting transiting ships even without a port visit associated with Beach Detachment and Advance Detachments location shall be within contractual scope. U.S. Navy (USN), U.S. Air Force (USAF), U.S. Army (USA), U.S Coast Guard (USCG), any other activity of the U.S. Department of Defense (DoD) (i.e. U.S. Army, NATO ships, or other foreign vessels participating in U.S. Military or NATO exercises), and any other Federal Agency may have ordering authority on any resultant NAVSUP Global HSP contract.
