Description
The Department of Veterans Affairs Network Contracting Office 2 is issuing this sources-sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for Hazardous Waste Disposal Service, at the Northport VA Medical Center (79 Middleville Rd, Northport, NY 11768). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 562112. The primary requirement of this Hazardous Waste requirement is the characterization, classification, labeling, packing, transport and ultimate disposal or treatment of hazardous waste and universal waste generated at the Northport VA Medical Center. Typical hazardous wastes generated at these facilities includes but is not limited to: pharmaceutical waste, flammable liquid waste, corrosive liquid waste, reactive, non-regulated waste, lab packs (incineration and treatment), mercury waste, lead paint chips, silver rich effluents from photographic processes, compressed gas cylinders (all sizes), paint waste, used oil, U.S. Drug Enforcement Administration (DEA) Controlled Substances that are also subject to the Resource Conservation and Recovery Act (RCRA), and universal waste. Typical universal waste generated at these facilities includes but is not limited to spent fluorescent lamps and batteries. The contractor shall also provide emergency response to situations involving spill or release of hazardous waste and require abatement. This requirement includes an emergency hazardous spill response. Interested Parties must possess the necessary NYSDEC transportation license; Treatment, Storage, and Disposal Facility (TSDF) permit issued by the regulatory agency where the offeror is located; the environmental technical expertise and resources required by all applicable federal and New York State regulations including but not limited to: 29 Code of Federal Regulations (including but not limited to 29 CFR 1910.120), 40 CFR Protection of Environment, and 49 CFR USDOT Regulations. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide a Capability Statement, as well as the following identifying information: Organization name, DUNS number, address, email address, Web site address, telephone number, and socioeconomic status of the organization. Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) must be verified at https://www.vip.vetbiz.gov. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Based on the responses to this sources-sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
