- THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. We are seeking information for market research purposes only. The Government will not pay for any information solicited. Description of Service Fayetteville VA Health Care System is seeking a Contractor to provide pharmacy benefit management first fill services. Contractor shall fill first time prescriptions for Fayetteville VA patients seen at the associated Community Based Outreach Clinics (CBOCs) and provide medication counseling per Omnibus Budget Reconciliation Act of 1990 requirements (OBRA-90). Prices shall be offered with respect to Average Wholesale Price (AWP). Locations Covered Fayetteville VA Medical Center 2300 Ramsey Street Fayetteville, NC 28301 Wilmington Health Care Center 1705 Gardner Rd., Wilmington, NC 28405 Fayetteville Health Care Center 7300 S Raeford Rd., Fayetteville, NC 28304 CBOCs covered under this Federal Supply Schedule (FSS) Blanket Purchase Agreement (BPA) are: Brunswick CBOC, 20 Medical Campus Dr., Ste 106, Supply, NC 28462 Hamlet CBOC, 100 Jefferson St. Hamlet, NC 28345 Jacksonville CBOC, 241 Freedom Way Suite 1, Midway Park, NC 28544 Robeson CBOC, 139 Three Hunts Dr. Pembroke, NC 28372 Wilmington HCC, 1705 Gardner Rd. Wilmington, NC 28405 Goldsboro CBOC, 2610 Hospital Rd. Goldsboro, NC 27530 Sanford CBOC, 3112 Tramway Rd., Sanford, NC 27332 a. Only new prescriptions will be filled unless refills deemed necessary are pre-authorized by the Chief, Pharmacy Service Fayetteville VAMC. A new prescription is defined as any new script written by a physician whether for the same medication or not thus it will have a new prescription number assigned to it. We define a refill as using the same prescription to dispense another supply of medication under the same prescription number. b. Unless otherwise pre-authorized, prescription fills will be limited to a maximum of a 14-day supply. c. Prescriptions will be filled for legend drugs listed in the Department of Veterans Affairs Formulary of Drugs and Expendable Supplies. A copy will be provided upon award to the contractor. d. Prescriptions filled under this contract will achieve the largest discounts available pursuant to contractor s agreements with its network pharmacies. e. Generic drugs will be dispensed whenever possible. A product is not considered a generic equivalent unless the strength, quantity, and dosage are the same as the brand name. The generic name must be displayed on all labels for all medications. f. The following drug products will be dispensed by brand name only: Dilantin and Synthroid. g. VA beneficiaries will utilize contractor s network of pharmacies. Contractor must be able to provide a minimum of one licensed pharmacy accepting its plan in Fayetteville NC and Wilmington NC h. After an authorized pharmacy has filled a prescription, the original order will be electronically transmitted to contractor. Contractor will capture all information required by the VA and provide the Fayettteville VAMC with such data on a monthly basis. In addition to the information contained on the prescription document, the date of filling, quantity provided, and prescription number will be provided. Contractor shall have at least one pharmacy within (5) miles of the CBOCs clinics or closest pharmacy if no pharmacies are located within (5) miles. i. The contractor shall bill the Fayetteville VAMC monthly for services rendered. The VA will randomly audit all billings. Pharmacies accepting payment through the contractor must make records available to the auditor in a timely manner at the location where dispensed.
