- This is a Notice of Intent to Sole Source announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. The Department of Veterans SAO Central, Network Contracting Office 10, located at 3140 Governor s Place Blvd., Suite 210, Kettering, OH 45409 intends to enter into a sole source purchase order agreement with Data Sciences International, Suite 119, 14th Street NW, St. Paul, MN 55112. Pursuant to 41 USC §3304(a)(5), as implemented by FAR 6.302-5 (Authorized or Required by Statute), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement. It is the Government s belief a sole source award to the proposed candidate for the required 40 HD-S10: Single Pressure, Temperature and Activity implants and 2 The F50-W-F2 PhysioTel implants, to be used to measure blood pressure, temperature, locomotor activity, and nerve activity in rats provides the best value to the Government. The associated North America Classification Systems (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing and the Business Size Standard is 1,000 employees. This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals. No solicitation documents are available at this time. Interested parties may give written notice to Stacy.Massey@va.gov by 12:00pm e.s.t. on March 13, 2019. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
