Description

The Department of Labor, Mine Safety & Health Administration (MSHA), intends to award a sole source contract under FAR 13.106-1(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available, to Agilent Technologies, 2850 Centerville Road BU3-2, Wilmington, DE 19808-1610, for a an Agilent 7890B Series Gas Chromatograph with an OpenLab CDS ChemStation Edition Workstation which includes software and core license. This software is currently used on gas chromatographs at numerous facilities throughout the Mine Safety & Health Administration (MSHA). The analysis of gas samples via gas chromatography is critical to the safety and health of the nation's miners and MSHA personnel involved with the mine recovery operations during and after a mine emergency operation (MEO) event. For continuity purposes and to eliminate potential errors at a mine emergency, all gas chromatographs are currently configured to operate using ChemStation software, which is proprietary to Agilent Technologies. As such, Agilent Technologies is the only source that can provide the required gas chromatograph and software.
