- 1.0 INTRODUCTION Naval Station Great Lakes Security Department requires range support to maintain weapons qualification for Navy Security Forces for one base year and four option periods. The Range location cannot exceed 30 miles one way from Naval Station Great Lakes when using an Electronic Mapping System. 2.0 SCOPE OF WORK Naval Station Great Lakes Security Department requires one to five blocks of range time per month not to exceed 36 blocks per year. Each block would include the following: Exclusive use of an 8 to 10 lane non-tactical individual shooter shooting range for four hours. A minimal shooting distance of 25 yards down range from the shooting line AND exclusive use of an 8 to 10 lane tactical shooting range for 4 hours, with a minimal distance, lateral no less than 10 yards and no less than 25 yards down range from the shooting line. This can be two distinct and separate ranges or one range used for 8 to 10 hours, provide the ranges meet the tactical shooting range requirements. The ranges need to show proof that they meet all state and federal requirements for weapon shooting and safety requirements. The ranges must be able to support 9mm ball and frangible, 00 buck shot ball and frangible, and 5.56mm ball and frangible ammunition. Exclusive use of a classroom with seating for at least 25 personnel. The classroom has to have power, heat, and air conditioning. Designated Parking for at least 25 vehicles Naval Station Great Lakes has the option to cancel any range block within 72 hours and reschedule without being charged. Naval Station Great Lakes has the option to cancel up to four range blocks within 12 hours and reschedule without being charged. NSF will always provide rounds, weapons, Range Safety Officer, Line Coaches, and targets. NSF can place all non-hazards waste (targets) within trash containers at the site. NSF will be allowed an indoor area for storage of non-hazards items and materials such as targets, ear protection, and eye protections. Storage will be a minimum of 5-foot by 4-foot ground space and 6-foot high. NSF has the option to cancel the range if it is determined the range conditions are unsafe without being charged and to reschedule the lost range time. NSF has the option to cancel the contract if it is determined the range conditions are unsafe. NSF will supervise shooters and allow shooters to perform range qualifications from the standing, kneeling, prone, holster draws, running, walking, jogging and from behind simulated barricade. Range staff and management will agree to a Non-discloser agreement regarding all U.S. Forces and U.S.employees Personally Identifiable Information (PII) and activities. Working restroom facilities with heating and air condition must be accessible and on location. 3.0 SCHEDULE OF WORK Indoor range blocks may be scheduled from 5:00 am to 11:00 pm any day of the week (including weekends) or any holiday agreed upon by both parties. Outdoor range blocks may be scheduled no less than 2 hours before sunrise or not more than 2 hours after sunset. 4.0 PERIOD OF PERFORMANCE The period of performance is from contract award date through one year and four option years. 5.0 GOVERNMENT TECHNICAL POINT OF CONTACT (GTPOC) The Government Technical Point of Contact is Roger Raimondi at (847) 688-5555 x 230. 6.0 METHOD OF PAYMENT Payment for resultant contract shall be made via DFAS Electronics Funds Transfer (EFT) utilizing the Wide Area Work Flow (WAWF) System. The vendor is required to register and setup an account in the WAWF System in order to receive payment. The Government reserves the right to change this payment method through other means only by a contract modification if necessary.
