Description
Power Factor Corrections Capacitors Navajo Indian Irrigation Project (NIIP) PROJECT DESCRIPTION AND PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region, Four Corners Construction Office (FCCO), New Mexico has a need to have fused power factor correction capacitors furnished and installed on 41 pumping plants at Block 4, 6 and 7 of the Navajo Indian Irrigation Project (NIIP). This requires some construction to establish foundations and alterations to enclosure walls. Principal Components of Work: Provide and install power factor correction capacitors along with insulated power conductors, terminal connectors, power terminal blocks and other materials required to connect the power factor correction capacitors to the motor controllers at pumping plants. Construct concrete pads for mounting power factor correction capacitors on the outside wall at pumping plants. Some of the pumping plants will require alteration to the enclosure walls. The estimated magnitude of this project is between $250,000 and $500,000. LOCATION OF THE WORK: Work is located approximately 10 miles south of Farmington, New Mexico, in San Juan County. PERIOD OF PERFORMANCE: The entire period of performance is anticipated from August 2019 through February 21, 2020. Non-site Notice to Proceed (NTP) is anticipated in August 2019. NTP for actual construction activity is anticipated for November 1, 2019. This is a time-critical construction project due to the start of irrigation season which starts March 1 of each year. COMPETITION: Solicitation is anticipated to be issued as full and open competition resulting in a firm fixed price construction contract. The requirement shall be procured in accordance with Parts 15 and 36 of the Federal Acquisition Regulations. The Bureau of Reclamation intends to issue a Request for Proposal. A site visit will be held at the request of interested parties. The date and details will be provided in Section L of the solicitation. The Government reserves the right to award with or without discussions. The complete specifications will be defined in the solicitation documents. NAICS AND SIZE STANDARD: The NAICS code for this procurement is 238210 ¿ Electrical Contractors and other wiring installation contractors with a size standard of $15 million. SOLICITATION RELEASE DATE: The anticipated release date for Solicitation is estimated for mid-March 2019. The anticipated proposal due date is end of April 2019. All responsible sources may submit a proposal which shall be considered by the agency. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov and FedConnect, www.fedconnect.net.
