- The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), in support of the Office of Wildland Fire (OWF), intends to issue a solicitation for services in support of the Integrated Reporting of Wildland Fire Information (IRWIN) system on a Woman-Owned Small Business (WOSB) set-aside basis. The contract resulting from the solicitation will be a hybrid Time & Materials (T&M) and Firm Fixed Price (FFP) type contract. It is anticipated that the solicitation will be posted no later than 22 March 2019, with quotes due no later than 16 April 2019. However, the Government may post the solicitation before or after this date, in which case the solicitation closing time will be adjusted accordingly. The anticipated period of performance for the resultant contract is a base year, beginning at the time of contract award and continuing for one (1) year thereafter. Four (4) option periods will follow, if exercised. The requirement will be procured utilizing the procedures found at FAR Parts 12 and 13.5. The IRWIN project supports wildland fire information collection, management, sharing, analysis, and reporting. Services performed under this contract will ensure that redundant entry of fire data is minimized; that consistency of data for reporting by multiple agencies is improved; and that a single point of access to near real time, quality data is provided. The services performed under the contract will ensure that a common capability across all participating functional areas for capturing, reporting, and sharing event/incident information is realized, and facilitate data exchange among systems to support near-time availability of new and updated information to the relevant interagency systems. The services required under this contract will provide analysis and planning support for business, functional, and design requirements definition in order to develop, operate and maintain the ability to support ¿end to end ¿ fire reporting capability that provides an integrated and coordinated process for collecting and reporting wildland fire data. In addition, on-site and remote consulting services will be provided in order to achieve the following: ¿ Understand and document wildland fire reporting and stakeholder needs as it relates to integrated wildland fire reporting system. ¿ Assess the priority systems that generated fire reporting information ¿ Develop an Integrated Reporting of Wildland Fire Information (IRWIN) conceptual design that identifies the major system components and potential information flows between IRWIN and the priority fire reporting systems. ¿ Carry out the analysis, design, and specification iterations to define the requirements for exchanging priority data elements between select systems and IRWIN. **Please see the attached DRAFT Performance Work Statement for a more detailed overview of the services to be required. All responsible sources may submit a quotation in response to the solicitation.
