Description
Keyhole Reservoir, Wyoming - Boundary Delineation Construction work is located at the Keyhole Reservoir, Wyoming. Keyhole Reservoir is located approximately 10 miles northeast of Moorcroft, WY. Principle components of work include: 1) Constructing 98 corners and 123 H-brace panels, and installing 13 single posts. 2) Removal of brush will be as required for the construction of the fence structures. These lands are owned by the Bureau of Reclamation and managed by Wyoming State Parks as Keyhole State Park. 3) An option for an ¿as built ¿ shape file/GPS coordinates of construction area A `Request for Quote ¿ solicitation package is anticipated to be available for viewing through electronic commerce via https://www.fbo.gov on or about March 29, 2019. Interested contractors may also check Bureau of Reclamation's website at https://www.fedconnect.net. Quotes will be due on or about April 30, 2019 at the Bureau of Reclamation's Great Plains Regional Acquisition Office, 2021 4th Avenue North, Billings, Montana 59101. All responsible Small Business sources may submit a quote, which shall be considered by the Bureau of Reclamation. The estimated price range of this acquisition is between $25,000 and $100,000. The acquisition will be set-a-side for Small Business competition using simplified acquisition procedures in accordance with Federal Acquisition Regulation, Part 13 ¿ Simplified Acquisition Procedures. The applicable North American Industry Classification System (NAICS) Code is 238990 (Fence installation (except electronic containment fencing for pets)). No pre-bid site visit is planned. Prospective bidders are strongly encouraged to visit the site, which though remote in some locations, is open to public access to gain first-hand knowledge of the work requirements and site conditions. Failure of the prospective bidder to inspect the site will not relieve the bidder from the responsibility to properly estimate the difficulty or cost of successfully performing the work, in accordance with the requirements of the contract. The Government anticipates award of this procurement on or about May 14, 2019. The Contractor shall be required to complete the entire project within 120 calendar days from receipt of the `Notice to Proceed ¿, which will be issued on or about May 21, 2019. SAM: Effective July 29, 2012, any contractor interested in doing business with the Government must register in the System for Award Management (SAM) database prior to award of a contract or agreement. SAM is a Federal Government owned and operated free website that consolidates the Central Contractor Registration (CCR), the online representations and certifications application (orca), and the Excluded Parties List System (EPLS). SAM requires the contractor ¿s Duns and Bradstreet number and banking information for registration. Contractors may obtain information on registration and annual confirmation requirements by accessing the SAM website at https://www.sam.gov/portal/public/sam/ or by contacting the Federal Service Desk at 1(866)606-8220. Payment requests for the anticipated contract must be submitted electronically through the U.S. Department of the Treasury ¿s Internet Payment Platform (IPP) system. The IPP website is located at https://www.ipp.gov. The contractor must use the IPP website to register access and submit requests for payment. Contractors may obtain assistance by contacting the IPP Production Helpdesk via e-mail ippgroup@bos.frb.org or phone 1(866)973-3131. If the contractor is unable to comply with the requirements to use IPP for invoice submission, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal or bid.
