Description
THIS IS A PRE-SOLICITAITON SYNOPSIS FOR A REQUEST FOR PROPOSALS FOR RAILROAD MAINTENANCE AND REPAIR. The Solicitation Number for this announcement is N4008518R1608. THIS SOLICITATION WILL BE RELEASED VIA THE INTERNET. This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING AT THE FOLLOWING WEBSITE: https://www.neco.navy.mil and www.fbo.gov. The official plan holders list will be maintained and can be printed from the website only. Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR ™S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS ARE STRONGLY ENCOURAGED TO REGISTER ON THE WEBSITE. All contractual and technical questions shall be submitted to Annette Taylor via e-mail at annette.taylor1@navy.mil. The Naval Facilities Engineering Command, Mid-Lant, PWD Crane, will issue a request for proposals for an Indefinite-delivery/Indefinite-quantity Requirements (IDIQ) type contract to accomplish Railroad Maintenance and Repair construction services. Work will be performed at the Naval Support Activity (NSA Crane), Crane, Indiana. The Contractor shall furnish all labor, supervision, management, materials, supplies, equipment, tools, transportation, incidental engineering, vehicles and quality control necessary to perform maintenance and repairs on railroad trackage including replacement of rails, ties, crossings and accessories, surfacing, alignment, dressing of ballast, ditch maintenance, and incidental related work. Government does not guarantee a minimum amount of services to be ordered. However, the Government is obligated to order from the Contractor, and no other source, all supplies or services of the type described in the contract which are contracted for during the contract term. Exceptions are railroad maintenance work which will be accomplished by Government forces, work included as part of new mil-con project, or other new or major renovation projects. Low Price Technically Acceptable selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government will be used. Award will be made to the offeror submitting the lowest price, technically acceptable proposal. The term of the contract will be a base period of twelve months and three (3) 12-month option periods to be exercised at the Governments discretion. The contract maximum is $10 million or 48 months, whichever comes first. The NAICS Code for this solicitation is 237990, Other heavy and civil Engineering Construction. The Small Business Size Standard is $36,500,000.00. This contract will replace a requirements contract for similar services awarded in 2015 with a maximum value of $5 million. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. A sources sought notice was posted on 11 January 2018 under solicitation N4008518R1608 on NECO and FBO, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The NAVFAC Mid-Atlantic small business office concurs with this decision. Large business concerns are required to submit a subcontracting plan prior to award of the contract. The apparent successful offeror must be registered in the System for Award Management (SAM) database prior to contract award. Offerors not already registered in the SAM database are highly encouraged to do so via Internet at: http://www.sam.gov. Registration in SAM is free. Approximate release date of the solicitation is 02 November 2018 with proposals due no earlier than 30 calendar days after the actual release date.
