Description
The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS), Navy International Programs Office (NIPO), Philadelphia PA and applicable customers of NAVSUP WSS. General Dynamics Information Technology (GDIT) was awarded a CPFF, IDIQ contract on 05 February 2016 to provide Security Assistance (SA) and Foreign Military Sales (FMS) assistance for technical and program management support to NAVSUP Weapon Systems Support (WSS). The support services include project management, financial and logistical analysis, international training, special programs and IT support. The contract does not have any options and instead has an ordering period of performance from 13 March 2016 through 12 March 2020 with an estimated total LOE of 894,441 hours. This is a sole source action to be awarded as a modification to an existing Single Award Indefinite Delivery, Indefinite Quantity Cost-Plus-Fixed-Fee (CPFF) D type contract, N00189-16-D-Z004 which was competitively awarded to General Dynamics Information Technology (GDIT). The purpose of this action is to increase the contract s ceiling dollar amount as well as the Level of Effort (LOE). The contract is in its final year and there were numerous unanticipated requirements which accelerated the depletion of available ceiling and the Level of Effort. This sole source action is being executed to provide enough ceiling and LOE to bring this contract to its completion. Currently, the Government is in the process of putting together a requirements package for a competitive follow-on contract, which will have a start date of 13 March 2020. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quotes; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. If your organization has the capacity to perform the contract services as described, please provide a written Statement of Capability (SOC) not to exceed three pages in length, including attachments, that describes your ability to meet the requirements. The SOC shall include the prospective contractor s name, mailing address, phone number, website, and name and email address of designated point of contact; business type; and socio-economic category.
