- Description
- The Department of the Interior, United States Geological Survey, Office of Acquisition and Grants, Sacramento plans to contract on a noncompetitive basis. The nature of this action is a modification to add additional work to existing contract G17PC00005 with GrayDS, Inc. of Scottsdale, AZ. This contract for commercial services was competitively awarded in FY2017 as a total small business set-aside. The scope of the contract is to provide site acquisition support services, professional design services, and construction administration services (except for inspection) for seventeen (17) USGS microwave radio sites throughout California as they migrate from the approximately 2 GHz band to the approximately 8 MHz band under the Advanced Wireless Services 3 (AWS3) spectrum reallocation program. There are seventeen (17) USGS sites affected by the AWS3 migration, in two (2) different networks: the Northern California Seismic Network (NCSN) and the Southern California Seismic Network (SCSN). The additional work contemplated by this modification is to support the buildout of several (approximately two (2) to three (3)) new sites in between to connect the networks together into a continuous, state-wide network. The required services are identical, but at additional sites. The estimated dollar value of the new work is $250K. The proposed action may be awarded on a noncompetitive basis under 41 USC 1901 as implemented in Federal Acquisition Regulation (FAR) 13.106-1(b) and 13.501(a). The Competition in Contracting Act as implemented in FAR Part 6 does not apply to this action. The standard is "...that the circumstances of the contract action deem only one source reasonably available." In accordance with FAR 13.501(a)(1)(iii), the justification and approval document will be made publicly available within fourteen (14) days of award of this modification. Other interested sources may submit a capabilities statement by email to the Contracting Officer, which will be evaluated to determine if a competitive opportunity exists.
