Description
This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation No. 140P8219Q0004 is issued as a Request for Quotation to provide potable water to American Memorial Park in Saipan. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01 dated 12/20/2018. This acquisition is a 100% small business set aside, using NAICS 312112, Bottled Water Manufacturing, size standard 1,000 employees. The contractor who is selected for this project will provide all labor, materials, and supplies necessary to complete the attached Statement of Work. Potable water shall be delivered to American Memorial Park in Saipan. Quote must include all shipping and handling costs for FOB Destination delivery. The following provisions/clauses apply to this acquisition and are attached or incorporated by reference: The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer. If your annual representations and certification have not been completed electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal, please provide a completed copy of your representations and certifications pursuant to FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with your offer. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses cited and incorporated by reference: FAR 52.209-2, 52.209-10, 52.217-8, 52.219-6, 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.222-42, 52.222-50, 52.222-62, 52.225-25, 52.232-40, 52.252-2 and the following clauses in paragraph (c) 52.222-41, 52.222-55. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. Pursuant to FAR 52.212-2, Evaluation-Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Past Performance (ii) Price Award will be made to the offeror proposing the lowest evaluated price meeting or exceeding the acceptability standard for non-price factors. If an offeror receives a rating of unacceptable for past performance, they will not be considered for award. Line Items: Price per Gallon 10 Base Year - Potable Water $________/gallon 20 Option Year 1 - Potable Water $________/gallon 30 Option Year 2 - Potable Water $________/gallon 40 Option Year 3 - Potable Water $________/gallon 50 Option Year 4 - Potable Water $________/gallon A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Please submit offers via email no later than Monday, April 1, 2019 at 8:00 A.M. HST. DO NOT SUBMIT OFFERS THROUGH ANY OTHER MEANS.
