Please see attachment for details of the following: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures (SAP) found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both the Federal Business Opportunities (FBO) and Navy Electronic Commerce Online (NECO) websites. The websites are as follows:  FBO: https://www.fbo.gov  NECO: http://www.neco.navy.mil/ The reference number is 1300760688. The proposed contract action is for primarily commercial supplies with minimal services (Multimedia CATV improvement equipment components with labor and installation). The North American Industry Classification System (NAICS) code is 238210 and the Small Business Standard is $15.0M. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-101 and DFARS Change Notice 20181204. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at the following websites:  https://www.acquisition.gov/browse/index/far  https://www.acq.osd.mil/dpap/dars/change_notices.html The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Philadelphia Office intends to solicit Edwin L. Heim Company on a sole source basis. The basis for soliciting only one source is as follows: This requirement is to expand the existing NAVSUP WSS CATV Communication Network in support of the Naval Weapon Systems Support (NAVSUP WSS) in Mechanicsburg, PA. This requirement will provide CATV displays at several building locations at NAVSUP Weapon Systems Support, Mechanicsburg in order to inform employees of special events, provide important information or in case of emergency, notify employees of potential harm or hazard in the local area through a network of CATV devices located across NAVSUP WSS managed spaces. E.L. Heim is the provider of the initial network installed at NAVSUP WSS Mechanicsburg and all subsequent upgrades and expansion of the network. Furthermore, E.L. Heim maintains up to date information schematics with computer aided drawings (CAD) to address replacement or upgrades of items, expansion needs of the current system and to address any immediate emergency situations in a timely manner. The instant requirement items need to be compatible with the existing system in order to maintain continued operability of the system and the warranty from E.L. Heim company. The required equipment to be provided cannot be substituted for other items in the marketplace as they must be interoperable and compatible with the existing system in order to maintain consistent operation in accordance with operational requirements that support NAVSUP WSS in Mechanicsburg. NOTICE: THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES (SAP) IN ACCORDANCE WITH FAR PART 13. TO THE EXTENT THAT THE TERMS APPEAR IN THE SOLICITATION, THE TERMS RFP , OFFER , PROPOSAL , AND OFFEROR SHALL MEAN RFQ , QUOTE , AND QUOTER , RESPECTIVELY. FAR 52.216-1 Type of Contract (APR 1984): The Government contemplates award of a firm, fixed price (FFP) purchase order resulting from this solicitation. The awarded purchase order for the above requirement is for commercial supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 13. Interested persons may identify their interest and capability to respond to future similar requirements, however, this notice is not intended to be a request for competitive quotes from any source. However, all submissions received by the closing response date/time will be considered by the Government. A determination by the Government not to compete the contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for these supplies in the future.
