- This Sources Sought Notice is to solicit interested SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES or VETERAN-OWNED SMALL BUSINESS capable of meeting the following requirement: The Central Arkansas Veterans Healthcare System, located at 2200 Fort Roots Dr., North Little Rock, AR 72114 has a requirement to repair B193 LETC Admin floor (drainage). The government's intent is to issue a solicitation to award a single contract. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service-Disabled Veteran-Owned Small Business Set-Aside (SDVOSB) and/or Veteran-Own Small Business. Additionally, this acquisition will be awarded in accordance with FAR 14.408-1(a) to the responsible bidder whose bid, conforming to the Invitation for Bid, will be most advantageous to the Government, considering only price and the price-related factors. Please do not send questions regarding this notice, as it is only a Sources Sought Notice. Questions will be accepted only after the solicitation has been published. The anticipated solicitation is projected to post on or about March 27, 2018, on this website. Hard copies will not be mailed. The solicitation will be issued as an Invitation for Bid (IFB). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, BIDDERS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE. NOTE: Interested parties are to submit their Capabilities Statement to the Contracting Office (No more than 20 pages, please) via email to ambera.parker@va.gov no later than 3/19/2019 at 4:00pm CST. The following is an abbreviated reference of Statement of Work and does not address the entire requirement: Building 193 is LETC s administrative building which contains many offices, conference rooms, and kitchenette area. Building 193 has experienced damaged to the flooring in at least two areas of the first floor. Floor damage is near Rooms 121 & 123 and in the corner of the hallway near the middle of the West side of the building. The damage appears to be caused by water intrusion. Inspection of the crawlspace portion of the building revealed excessive moisture condensation on the underside of pipes and insulation, indicating that any moisture that infiltrates into the crawl space is not able to properly dry and vent. It appears that ventilation of the crawlspace of the building is inadequate and traps moisture in the crawlspace and the associated structural components. The ground (dirt) floor is dry which is another indication that the floor damage is caused by water infiltration and not groundwater. The construction shall be completed in accordance with all appropriate U.S. Department of Veterans Affairs (VA) standards, specifications, and other Criteria. The VA design information and standards from the VA Office of Construction & Facilities Management can be found on Internet site http://www.cfm.va.gov Technical Information Library or at Federal Facility Criteria https://www.wbdg.org/ffc/federal-facility-criteria. VA design standards, DOD, and all national, state and local codes adopted and used by the VA shall be adhered to during this project. Slope finished grade elevation adjacent to the building (west side) so that it is below the finished floor elevation (FFE), positively drains storm water away from the building, and is architecturally pleasing and consistent with the existing landscape. A 60-day bid acceptance period is required. Performance and Payment bonds will be required from the contractor receiving award. A pre-bid conference is TBD. The magnitude of construction is less than $25,000.00. The North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $15M/ 500 employees. Bidders shall be registered at the Vendor Information Pages at www.vip.vetbiz.gov, in System for Award Management (SAM) database at www.sam.gov, and have completed online Representations and Certifications prior to the solicitation due date. Bidders shall be registered with the NAICS code 236220 assigned to this acquisition.
