- Description
- The Environmental Protection Agency (EPA) is planning on purchasing access to the Digital Science online resource to track and collect metrics on a sole source basis. EPA ¿s National Center for Environmental Research (NCER) supports funding for high-quality research by the nation ¿s leading scientists and engineers that will improve the scientific basis for decisions on national environmental issues. NCER supports leading edge extramural research in exposure, effects, risk assessment and risk management by managing funding competitions through the agency ¿s Science to Achieve Results (STAR), People, Prosperity and the Planet (P3), STAR and Greater Research Opportunities (GRO) Fellowships, and Small Business Innovative Research (SBIR) programs. The goal is to showcase impacts to help increase support for and usage of research. There are three unique characteristics offered by Digital Science that are not offered by any other vendor. First, Digital Science uses compiled metrics from traditional (citations, impact factors) and non-traditional sources (news outlets, twitter, Facebook, downloads and policy documents). Other services only collect data from non-traditional online sources. Second, this product generates metric scores for each research product and provides an overall score which can then be compared across products. This functionality allows NCER to create a customized altmetric score for each NCER scientific product. Third, Digital Science provides a commercial Application Program Interface (API) to embed into NCER ¿s already developed databases. This will allow NCER to analyze and showcase the metrics for each scientific product. This programming language can be incorporated into programming language and databases that NCER is developing to showcase metrics on its research products. All contractors interested in this procurement must have an online research capability that provides a commercial API that can be embedded into NCER ¿s already developed databases that is has the capability for NCER to mine the data. Additionally, a contractor's online resource must be able to aggravate the metric scores for each research product to provide an overall score which can then be compared across products. These scores help NCER management determine which research product is of most interest to the scientific community and the broader public. The overall score develop must not require manual comparison since that is time consuming and prone to error. The EPA is not issuing a Request for Quotations at this time. Any interested party believing it has the capability to meet the stated requirements must submit a capability statement that adequately demonstrates the ability to satisfy all of them. The capability statement shall consist of ten (10) pages or fewer and be submitted via FedConnect on or before March 26, 2019 at 2 pm EDT. No phone call will be accepted or responded to.
