Description

The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the Department of the Interior's (DOI) Bureau of Indian Affairs (BIA), has a requirement for a fully contractor operated and maintained, turbine-powered, amphibious, water scooping, single engine air tanker for wildland fire suppression operations. In addition, the contractor must operate and maintain an aircraft service support vehicle as required by the specifications. The contract equipment will be based at Deer Park, Washington but may be assigned to other locations as needs arise. The total possible contract period is one base year and four individual option years. The annual 60-day exclusive use performance period will begin on July 1st and run through August 29th; a 33-day extension to the performance period may begin on August 30th and run through September 30th; however, seasonal extensions are not guaranteed. Depending upon fire severity, the contract aircraft must be available for use anywhere from a minimum of 60 days up to 93 consecutive days or more. The contractor must possess the appropriate Federal Aviation Administration (FAA) certificates required by the specifications. The anticipated issue date of the solicitation is March 20, 2019 with a projected closing date for the receipt of offers on April 3, 2019 at 3:00PM Mountain Time. This solicitation is an unrestricted acquisition under NAICS code 115310, Support Activities for Forestry - Forest Fire Suppression, which has a small business size standard of $19M. The Government will award a single contract in accordance with the best-value trade-off method stated in the solicitation. The apparent successful offeror must be registered in System for Award Management (SAM) at SAM.gov in order to be awarded the contract.
