- DESIGN-BID-BUILD CONSTRUCTION PROJECT FOR REPAIR AIRCRAFT MAINTENANCE HANGAR, BLDG. No. 1430 AT THE U.S. NAVAL AIR FACILITY (NAF), ATSUGI, JAPAN THE SUBJECT REQUIREMENT IS BEING SYNOPSIZED IN ACCORDANCE WITH FAR 5.204. THIS IS A SOURCES SOUGHT NOTICE AND SYNOPSIS. THIS IS NOT A REQUEST FOR PROPOSAL. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. Naval Facilities Engineering Command Far East (NAVFAC FE), PWD Atsugi has an upcoming Design-Bid-Build Construction project for REPAIR AIRCRAFT MAINTENANCE HANGAR, BLDG. No. 1430 AT NAF ATSUGI, JAPAN. The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid and is not construed as a commitment by the Government for any purpose. GENERAL INFORMATION In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. NAVFAC FE PWD Atsugi is seeking to identify qualified, experienced and interested business capable of performing the work as described herein. The North American Industry Classification System (NAICS) code: 236220 The project is to perform repairs to aircraft maintenance hangar, Bldg. 1430. Repairs include replacement of the HVAC, lighting, electric, fire alarm, mass notification, sprinkler, AFFF, intrusion detection, and plumbing systems of the hangar. Additionally, repairs shall be performed on the second deck bathrooms, hangar bay deck, oil water separator system, and AFFF wastewater retention tank. Associated with the repair work shall be seismic retrofits and abatement of hazardous materials. New construction elements include a water storage tank and pump station to support the fire suppression systems. Special consideration should be given to the fire protection elements of the scope of work, which requires oversight from a qualified fire protection engineer (QFPE). In accordance with DFARS 236.204, the magnitude of this construction project is estimated between 1,000,000,000 and 2,500,000,000, The Offeror shall be required to complete the entire work, ready for use, no later than 365 calendar days. CONTRACTOR LICENSE REQUIREMENT Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract. STATUS OF FORCES AGREEMENT (SOFA) The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. SUBMITTAL REQUIREMENTS Interested firms should submit Attachment 1: Sources Sought Contractor Information Form to identify your firm s performance capability for the requested construction work, however, firms can use their own format to demonstrate the qualifications, capability and experience (no more than 2 single-sided pages or 4 double-sided pages including attachments, single spaces, and 10 point font minimum).
