- INTENT TO SOLE SOURCE The Department of Veterans Affairs, SAO Central, Network Contracting Office 10, intends to enter into a sole source procurement for a DMT Multi Myograph System for the John D. Dingell VA Medical Center, 4646 John R Street, Detroit, MI 48201. In accordance with FAR 13.106-1 Soliciting from a Single Source, the Department of Veterans Affairs intends to award a firm-fixed price purchase order on a sole source basis with DMT-USA, Inc., Suite 10, 525 Avis Drive, Ann Arbor, MI 48108 for furnishing a Multi Myograph System 620M with Data Acquisition LabChart Pro data analysis software for the Research Service at the John D. Dingell VA Medical Center. Delivery date will be within 60 days ARO. The associated North American Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 1,000 employees. The sole source rationale is based on the Government s belief that the myograph system manufactured by DMT-USA, Inc. is the only system to meet the specific needs of the research staff at the John D. Dingell VA Medical Center in support of their study in neurocardiovascular and renal dysfunction in the Veteran population. The DMT Multi Myograph 620M is the most sophisticated research instrument for in vitro studies of small and large blood vessels, as well as other tubular organs, such as the trachea or gut. Each unit in the DMT myograph system has individually controlled gas inflow and suction, as well as the heating element permitting the preparations in all four chambers to be kept under physiological conditions (37 ° C and bubbled with appropriate gas mixture). The DMT Myograph system is also suited for pharmacological investigations on vessel reactivity. DMT is the only life science company with more than thirty years of experience in development and manufacture of hardware and software for highly specialized ex vivo studies in striated and non-striated muscle in small rodents (rats and mice). Feature of the DMT myograph system, such as individual chambers with attachments for both small vessels (~20 microns in diameter) and large vessels (over 200 microns in diameter), temperature regulation to recapitulate the physiologically relevant temperature and automated chamber liquid aspiration, if interfaced with an alternative supplier s instrument, would result in substantial duplication or enhanced costs that would not be recovered via competition, but would result in an instrument with a limited range of capabilities rather than the state of the art full range of capabilities. Additionally, this instrument will be made available to other federally funded investigators in respiratory, cardiac, and vascular function, thereby facilitating the research capabilities of a large portion of the VA research department team. Other instruments lack the range and depth of acquisition and analytical capabilities of the DMT myograph system. This notice of intent is not a solicitation or request for competitive quotes or offers. No solicitation package is available. A determination not to compete this requirement is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
