GUIS FT BARRANCAS LANDSCAPE MTN FY19 PROJECT TITLE: Grounds Maintenance at Fort Barrancas and Advanced Redoubt BASE YEAR PLUS FOUR OPTION PERIODS CONTRACT VALUE: $150,000 or less BASE; and less than $500,00 BASE plus all BID OPTIONS awarded over the life of the contract. LOCATION: FORT BARRANCAS on board Naval Air Station Pensacola. PERIOD OF PERFORMANCE: 1 APR 2019 thru 31 MAR 2020 (Base Period) *******NOTICE OF INTENT TO SOLE SOURCE******* The Government intends to award a firm-fixed price contract to Green Procedures Inc in Pensacola, FL on a sole source WOSB basis as authorized by Federal Acquisition Regulations 19.1506(b), and Section 8(m) of the Small Business Act (15 U.S.C. 637(m)) Program. The purpose of the WOSB Program is to ensure women-owned small business concerns have an equal opportunity to participate in Federal contracting and to assist agencies in achieving their women-owned small business participation goals (see 13 part CFR 127). (1) The acquisition is assigned a NAICS code 561730 in which SBA has determined that WOSB concerns are substantially underrepresented in Federal procurement; (2) The contracting officer does not have a reasonable expectation that offers would be received from two or more WOSB concerns (including EDWOSB concerns); and (3) The conditions in paragraph (c) of this section exist. (c) (1) The anticipated award price of the contract, including options, will not exceed- (i) $6.5 million for a requirement within the NAICS codes for manufacturing; or (ii) $4 million for a requirement within any other NAICS codes. (2) The WOSB concern has been determined to be a responsible contractor with respect to performance. (3) The award can be made at a fair and reasonable price. (d) The SBA has the right to appeal the contracting officer ¿s decision not to make a sole source award to WOSB concern eligible under the WOSB program. Furthermore, the contracting officer shall verify that the offeror ¿ (1) Is registered in the System for Award Management (SAM); (2) Is self-certified as an EDWOSB or WOSB concern in SAM; and (3) Has submitted documents verifying its eligibility at the time of initial offer to the WOSB Program Repository. Any eligible WOSB capable of performing this type work and have interest in submitting an offer to be considered for award, must email the Contracting Officer NLT noon on 03/20/2019 with a form intention along with Qualifications. FAR clause 52.219-14 LIMITATIONS ON SUBCONTRACTING (JAN 2017) applies. By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.
