- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a Sole Source contract to Technology For Energy Corporation, 10737 Lexington Drive, Knoxville, TN 37932-3230. The contractor shall provide Automated Tracking Balancer System (ATABS) Advanced Operator Training course for twelve (12) students using four (4) eight (8) hour business days. The contractor shall provide the curriculum, qualified training team, and conduct the training to result in ACU-5 members ™ improved proficiency in ATABS LCAC Lift Fan balancing application, Pusher Propeller Balancing, Analyzing collected vibration data and Installation of ATABS. Period of performance shall commence 09 July 2019 - 12 July 2019. Place of performance will be at Assault Craft Unit FIVE, Camp Pendleton, Oceanside, CA. ACES/Dynamic Instruments, 43993 Viewridge Avenue, San Diego, CA 92123-1825 is the authorized OEM entity for the training services listed in this Notice of Intent. Requirement includes delivery of all items. No partial delivery will be accepted. FLCSD will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is for a sole source only award. The contractor shall provide Automated Tracking Balancer System (ATABS) Advanced Operator Training course for twelve (12) students using four (4) eight (8) hour business days. The contractor shall provide the curriculum, qualified training team, and conduct the training to result in ACU-5 members ™ improved proficiency in ATABS LCAC Lift Fan balancing application, Pusher Propeller Balancing, Analyzing collected vibration data and Installation of ATABS. The required justification documentation is attached (See Note 22). This Notice of Intent is not a Request for Quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 3:00 PM (PST) 19 March 2019 via email to charles.e.fletcher1@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
