Description
SOLICITATION ISSUANCE STATUS : This special notice serves the purpose of the required 15-day presolicittion notice as required by the Federal Acquisition Regulation. The FBO Notice is modifided as detailed below. PROJECT DESCRIPTION : The Forest Service is seeking proposals for the design and construction of a boardwalk substructure and superstructure that includes two 20 ft. long bridges. The boardwalk and bridges shall have a total width of 8 ft. The extent of how much boardwalk will be constructed depends on the final price proposals and available funds. Refer to the schedule of items and drawings for the base work items and optional work items. Work will also include removal and disposal of the existing boardwalk (two layers of boardwalk in some locations), concrete sidewalk, and bridges. Untreated Western Red Cedar lumber milled to the desired dimensions for all of the boardwalk decking and curbs shall be furnished by the Government. Contractor shall cut all deck and curb lumber to length. All other materials for the boardwalk including fasteners for the deck and curbs shall be provided by the contractor. All materials for the bridges including the decking shall be provided by the contractor. Work will be conducted over a wetland landscape so work limits will be confined to the immediate vicinity of the boardwalk and any tracked/wheeled equipment utilized will have to operate from the new or existing boardwalk or other temporary structures as approved. PROJECT LOCATION : Darrington Ranger District, Snohomish County, Mt. Baker-Snoqualmie National Forest, Washington State. PROJECT TIMELINES (ESTIMATED) : Contract Award: July 1, 2019. Construction Season: August 1-September (annually). Note: Due to the short work window, the USDA Forest Service anticipates that if the work cannot be completed in 2019 it will re-commence in 2020. The period of performance on the contract will cover both years. This is provided to be transparent and to provide clear notice to the prime construction contractor and designer-of-record. RECOMMENDED DAYS FOR CONSTRUCTION : September 30, 2020 (See "Project Timelines" note above) DIRECTIONS TO PROJECT SITE : The project is located at the Big Four Trail Head on the Mt. Baker-Snoqualmie National Forest on the Darrington Ranger District (Latitude: 48°4'4"; Longitude: -121° 30'51") (T30N, R9E, Sec 22, SW ¼, SW ¼). From I-5 at Marysville, WA take exit 200 and go East on 88th Street NE for 2 miles; continue on Ingraham Blvd for 1.1 miles; continue on 84th St NE/Getchell Rd for 5.2 miles; turn left onto WA-92 East for 1.2 miles; at traffic circle take exit onto WA-92 West/Quarry Road for 2 miles; Turn left onto Mountain Loop Highway and proceed 24.6 miles to Big Four Trail Head and project site. CONTRACT TYPE SELECTION : The solicitation and resultant contract will be a firm-fixed-price (FFP) Two Phase Design Build project. DISCLOSURE OF TARGET BUDGET : The target budget for this contract will be disclosed when the solicitation is issued in no more than two (2) weeks.
