Description
This is a Sole Source synopsis published for informational purposes only. The United States Environmental Protection Agency (US EPA) Region 9 at #75 Hawthorne St. San Francisco, CA. 94105 intends to procure services for a project titled: Facilitating Community Input on US-EPA Superfund Activities on the Northeast Church Rock Mine, Quivira Mine and surrounding areas. Tasks to be performed include: Hosting regular monthly meetings, observing field work and community conditions in the area, assisting with advertisement of USEPA public meetings, providing field assistance requested by USEPA, participating in meetings and calls requested by US EPA, and providing a community technical liaison. The Government intends to solicit and negotiate with only one source. The circumstance permitting Other than Full and Open Competition is FAR 6.302-1 Sole Source - Only one responsible source and no other supplies or service will satisfy agency requirements. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541611 - Administrative Management and General Management Consulting. Business size standard is for NAICS 541611 is $14.0 million. The proposed source and contractor for this procurement is Red Water Pond Road Community Association, Church Rock, NM. The estimated period of performance is two (2) years (May 10, 2019 to May 9, 2021, with two (2) one-year options). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. All interested parties may submit clear and convincing documentation demonstrating the capabilities to satisfy the requirements described above to Mr. Rolando Camerino, Contracting Officer, via email to: camerino.rolando@epa.gov. Submittals will be considered by the Government if received by close of business (5:00 PM Local (Pacific) Time, on Friday, March 29, 2019. Information received will normally be considered solely for determining whether to conduct a competitive procurement.
