- The National Park Service intends to issue a solicitation for a Wastewater System Rehabilitation Project located in the Sugarlands Area of the Great Smoky Mountains National Park (GRSM), This proposed acquisition will be 100% small business set-aside procurement, the NAICS code is 237110. and the size standard is $36.5 million. In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated between $250,000 and $500,000. 1. Scope of Work The scope of work includes televising and cleaning as many lines as possible within the funds available, lining the lines that are damaged but repairable, and replacing the lines that cannot be repaired. The lines in most need of repair have been prioritized on the proposed design plans. Many of the lines will be in service during the work, and will require upstream plugging and/or bypass provisions during the work operations. Some of the lines can be shut down for a period to facilitate the work. Manhole rehabilitation is also included in the scope of work. Based upon past inspections (performed in 2010), the existing manholes did not exhibit serious issues. Manhole rehabilitation is expected to be a very minor part of the proposed project, but may be required. 2. Contractor Responsibilities: Contractor Shall Provide the Following Materials and Services: ¿ TELEVISING AND CLEANING EQUIPMENT: The sewer lines shall be cleaned as necessary and televised. The televising shall be documented as noted in the project specifications, and a determination made, following consultation with the COR (Contraction Officer Representative), to line the pipe, replace the pipe, or do no further work on the pipe. ¿ LINING THE SEWER LINES: Sewer lines that can be repaired with a CIPP liner shall be repaired based upon their priority ranking relative to seriousness of the damage. ¿ REPLACE SEWER LINES: Sewer lines that are found during televising to be damaged beyond repair shall, following consultation with the COR, be removed and replaced in the same trench. Contractor shall provide all required pipe in accordance with the specifications, labor, associated materials, sewer plugs and/or bypass capacity as required, flagging for traffic control, trench backfill, and complete restoration of the impacted area. The Park Resources Division shall be notified and can observe any area to be excavated (unless otherwise waived by the Division), to document the finding of any item with historical significance. All damaged pipe and materials shall be removed and disposed of off-site in an appropriate recycling or landfill facility. New pipe shall be installed to proper grade to drain, backfilled with trench backfill, and the disturbed area restored to original condition. The solicitation, plans, and specifications are expected to be posted on or about April 3, 2019 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by April 3, 2019 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days once posted. This is a Presolicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a proposal to be considered by the Agency. posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The contracting office will not provide hardcopies or email copies of the solicitation. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote. THESE REGISTRATIONS WILL BE COMPLETED BEFORE TIME OF AWARD.
