Description
THIS IS A SOURCE SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The Department of Veterans Affairs (VA), SAO West, Network Contracting Office 19 (NCO 19),Rocky Mountain Acquisition Center, 6162 South Willow Drive, Suite 300, Greenwood Village, CO 80111 is performing market research to determine if there are sufficient number of qualified Veterans Owned Small Businesses [Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Businesses (VOSB)]; Woman Owned Small Businesses (WOSB); or all other Small Businesses (SB) to set aside a Firm Fixed Price contracting opportunity for a Contractor s Reference Laboratory to provide High Risk HPV typing of Thin Prep Sample Testing for Montana [Fort Harrison] Veterans Affairs Medical Center, 3687 Veterans Drive, Ft. Harrison, MT 59636, The estimated workload volume is 30 to 40 specimens per month. The contemplated contract type is a One-Year Base with four (4) One-Year Options. The Contractor(s) shall be approved to provide clinical diagnostic laboratory tests under both Medicare and Medicaid regulations and all applicable federal and state laws. The Contractor(s) shall provide High Risk HPV typing of Thin Prep PAP samples received from VA Montana Healthcare as ordered by VA Montana healthcare providers. The tests included in the test panel detect the E6/E7 viral messenger RNA of the following HPV genotypes: 16, 18, 31, 33, 35, 39, 45, 51, 52, 56, 58, 59, 66 and 68. Test results shall be returned no later than one week from receipt of the sample by a secure fax; a secure email; and/or a web link. The contractor shall meet the performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI). A valid, in-date CLIA certificate must be supplied showing the address and CLIA registration number of the testing laboratory. The Contractor must be Health Insurance Portability and Accountability Act (HIPAA) compliant. Contractor must adhere to the provisions of Public Law 104-191, Health Insurance Portability and Accountability Act (HIPAA) of 1996 and the National Standards to Protect the Privacy and Security of Protected Health Information (PHI). As required by HIPAA, the Department of Health and Human Services (HHS) has promulgated rules governing the security and use and disclosure of protected health information by covered entities, including the Department of Veterans Affairs (VA). THIS IS NOT A REQUEST FOR PROPOSAL DO NOT SUBMIT COST OR PRICE INFORMATION IN RESPONSE TO THIS NOTICE. All interested parties who can meet the proposed set-aside requirements stated above should respond, by email to Robert.collins@va.gov, Contract Support Specialist [a Contractor in Support of The Department of Veterans Affairs] no later than 2:30 PM (MDT), March 29, 2019. Responses should include information identifying the firm s small business category (i.e., SDVOSB, VOSB, WOSB, SB, etc.), the firm s capabilities, and their interest in submitting proposals for this contracting opportunity. The NAICS Code 621511 is applicable to this contracting opportunity, and the Small Business Size Standard is $32.5 Million. Interested firms are reminded that in accordance with Federal Acquisitions Regulation (FAR) 4.1102, registration in the System Award Management System (SAM) database is required at time submission of proposals and at time of award of a federal government contract. In addition, in accordance with FAR 4.1201, prospective contractors are required to post electronic representations and certifications in SAM annually. NOTE: [For SDVOSB and VOSB firms] To be eligible for contract award, the perspective contractor must be registered in VetBiz Verification and be in an Active status at time submission of proposals and at time of award of a federal government contract. Therefore; in response to this announcement, SDVOSB and VOSB firms should indicate their VetBiz Certification status (I.e., Active ) and the expiration date of their certification.
