Description
NOTICE INTENT TO AWARD SOLE SOURCE PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions". The statutory authority for this non-competitive acquisition is the Federal Acquisition Regulation (FAR) 13.106-1 (b) for purchases not exceeding the simplified acquisition threshold. Furthermore, in accordance with FAR 6.302-1(b)(1)(i), the item to be purchased is available from only one source. U.S. Bureau of Reclamation, Lower Colorado Region intends to negotiate on a sole-source basis, a Firm-Fixed Price Contract with Rural Metro Corporation, 8465 N Pima Rd, Scottsdale, AZ 85258-4489. The requirement of this acquisition is for fire and emergency response service at the Yuma Area Office for a Base Year with 4 Option Years. Competition is restricted to only one source due to Rural Metro being the only company capable to respond within a reasonable timeframe and only company in the Yuma Area to provide response services to off city limits. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED PUBLICLY. The NAICS code is 561990, All Other Support Services. The size standard as defined by the U.S. Small Business Administration is $11.0 Million. If any firms believe they can provide this product they must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, quote, or questions to vtoledo@usbr.gov within 10 days of this notice. Any information received will be treated as market research information for future or similar acquisitions. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Bureau of Reclamation, Lower Colorado Region is not responsible for any costs incurred by responding to this notice. Effective July 30, 2012, prospective vendors must be registered in the System for Award Management (SAM) prior to the award of a contract. Lack of registration in the SAM database may make an offeror ineligible for award. Information on the registration process can be obtained via the SAM website, https://www.sam.gov or by calling 866-606-8220.
