- NOTICE OF INTENT FOR SOLE SOURCE: The U.S. Environmental Protection Agency (EPA), in Research Triangle Park, NC, intends to award a sole source Purchase Order under authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to BioSpyder Technologies, Inc. to purchase TempO-Seq surrogate + Tox Assay Services. BioSpyder offers the service of assessing gene expression using the TempO-Sequence genome service. This service allows the assessment of ~3000 human genes that are found on the 1500+ platform. This set of genes have been shown to predict the gene expression behavior of the entire genome thus reducing the number of genes to be screened. BioSpyder has unique qualifications to carry out this contract: 1) No other company examines all of the genes that are part of the 1500+ platform. 2) No other provider offers this service of examining this set of genes on a contract basis. 3) No other provider has generated data of this type for the EPA to allow for comparisons between treatment groups. Previously, EPA has generated a large database of experiments using this platform. The use of this provider will allow the present set of samples to be analyzed using the same platform facilitating comparisons. The circumstance permitting is FAR 13.106-1(b) "Soliciting from a single source". All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within five (5) calendar days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
