Description

As detailed in the attached sole source justification (Attachment 1), DLA Distribution Susquehanna, Pennsylvania has a requirement for a contractor to provide all labor, materials, equipment, tools, design, engineering, and supervision to repair the existing towline track in Building 2001 by replacing a portion of Loop 41 that was originally designed and installed by SI Systems. Many of the components of this system are proprietary designs and components of SI Systems and are only available from SI Systems. In accordance with FAR 13.106-1(b)(1)(i) the acquisition is being restricted to only one source: SI Systems located at 101 Larry Holmes Dr. Suite 500, Easton, PA 18042. SI Systems is the only source capable of completing this task in the required time frame due to the fact that they have all the proprietary drawings and designs for this custom system, and they are the only source that can pre-fabricate all replacement parts for the repair. The NAICS code for this acquisition is 811310 with a small business size standard of $7,500,000.00. Any interested sources may respond to this posting by submitting qualifications/capabilities to fulfill the requirement via email to daniel.herring@dla.mil no later than MARCH 27, 2019 at 4:00 PM Eastern Time. Responses should be marked with reference to "Loop 41 repair" in the subject line. This notice of intent to award is not a request for competitive quotes. However, all challenges received by the appointed date and time will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received, the Government will proceed with intent to negotiate and award to SI Systems in accordance with FAR 13.106-1(b)(1)(i).
