- Under the authority of 6.302-1, The Naval War College under sponsorship of the Office of the Secretary of Defense (OSD) Director of Net Assessment and intends to award a sole source Firm-Fixed Price level of effort contract to Dr. Richard Rende. The anticipated level of effort will be 135 hours, plus travel and the period of performance will be one year from date of award with an option year. Under the authority of 10 USC 2304(c) (1) pursuant to FAR 6.302-1(a) (2), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. The following Knowledge, Skills and Abilities specific to these courses are: Offeror shall have a PhD in human or behavioral sciences (such as medicine, psychology, or anthropology) or other related discipline or comparable degree in related field with at least ten years of experience at the post-doctoral level. Background in research, behavioral methodologies design and statistical analysis desirable. Prior operational, military, international relations, or foreign affairs experience is also desired. Offeror shall have at least two years of recent experience working with and supporting movement pattern analysis and the related work of body leads analysis of political leadership. This requirement is to continue the empirical and conceptual work on ALEADMOVE mind-body connections with particular emphasis on the links to decision-making style and developmental trajectories of neurological patterning and cognitive modeling. Offeror shall have demonstrated ability to use advanced techniques in spreadsheet, database, and presentation software; the ability to communicate effectively in writing; and possess interpersonal skills to communicate effectively and interact with experts from many disciplines and of all ages and diverse backgrounds. Offeror must display aptitude to code behavioral aspects of movement in humans from video files, create standard operating procedures for conducting/coding studies, managing paperwork related to ongoing studies, managing all technical aspects of data acquisition system. Experience in behavioral coding is desirable. Attention to detail and systems procedure necessary as a foundation for computerized event recording, and various preliminary levels of several nonverbal approaches including deception detection, emotion and micro-expressions, bioenergetics, movement pattern analysis, developmental/basic neurological patterning. Statistical background desired and aptitude to translate communicatively nonverbal patterns into a language for the non-initiated. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. As evidenced in the sole source justification provided by the requiring activity and attached there is only one contractor that has the specific qualifications that meet the peculiar requirements of this contract. All responsible sources may submit a capability statement, or quotation which shall be considered by the agency. The solicitation will be released on or about 18 March 2019 with a closing date of 25 March 2019.The NAICS code is 541720 - Research and Development in the Social Sciences and Humanities, and has a small business size standard of $20.5M.
