Description

The Saint Lawrence Seaway Development Corporation (SLSDC) is soliciting bids to install the Hands-Free Mooring (HFM) operating equipment and control system at the Snell Lock in Massena, NY. This work includes installing SLSDC purchased HFM equipment such as prefabricated steel enclosures, vacuum units, winch motors and customized mooring pad units at the lock wall; providing and installing electrical, control communication panels, wiring, conduits and hardware from the lock wall installations through an existing cable gallery and underground duct banks to two (2) other existing building locations; and providing and installing mechanical and electrical heating systems for the previously constructed HFM stainless steel rails and fabricated steel slot corners located at the lock wall. Also included in this solicitation is providing mechanical and electrical support related to the commissioning of the HFM operating equipment and control system. The cost range is between $500,000 and $1,000,000. The solicitation will be released on or about February 4, 2019 with an anticipated response date of March 6, 2019. Project to be substantially completed, for SLSDC use, no later than June 28, 2019 and a project close out date of July 31, 2019. * All dates are subject to change based on the availability of funds. There will be two (2) scheduled site visits which will be announced upon release of the solicitation. Attendance at one of the visits is mandatory. The specifications and drawings shall be provided on a CD at a non-refundable cost of $20.00 US Funds. Payment may be made by check payable to the St. Lawrence Seaway Development Corporation, 180 Andrews Street, Massena, NY 13662 or electronically using a debit or credit card at www.pay.gov. Applicable NAICS code - 237990, Size Standard - $36.5M. This is a total small business set-aside procurement. All responsible sources may submit a bid which shall be considered by the Saint Lawrence Seaway. Prospective offerors must be registered on the System for Award Management at www.sam.gov to be eligible for award.
