Description
This is a Sources Sought Notice to solicit interested SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES or VETERAN-OWNED SMALL BUSINESS capable of meeting the following requirement: Veteran Healthcare System of the Ozarks (VHSO), located at 1100 N. College Ave., Fayetteville, AR, has a requirement titled "Install New Roof Building 3. The government's intent in the future is to issue a solicitation toward a single contract award. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service-Disabled Veteran-Owned Small Business Set-Aside (SDVOSB) and/or Veteran-Own Small Business. This acquisition is 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). Additionally, this acquisition will be awarded in accordance with FAR 14.408-1(a) to the responsible bidder whose bid, conforming to the Invitation for Bid (IFB), will be most advantageous to the Government, considering price and the price-related factors. Please do not send questions regarding this notice, as it is only a Sources Sought Notice to gage qualified and interested companies. Questions will be accepted only after the solicitation has been published. The anticipated solicitation is projected to post on or about the end of April 2019, on the FBO website reflected below. Hard copies of this notice will not be mailed as a result of this posting. The dollar magnitude for this requirement is anticipated between $1,000,000 and $5,000,000. The NAICS is 236220 applies and size standard is $36.5 Million. All respondents must be registered in the System for Award Management (SAM) database (http://www.sam.gov) and have complete online Representations and Certifications at (http://www.sam.gov) along with VETS-4212 at https://www.dol.gov/vets/vets4212.htm in order to submit offers and be eligible for award. All offerors must be listed as verified in the VIP database, available in VETBIZ at https://www.vip.vetbiz.gov/. Offerors are responsible for obtaining solicitation from vendor portal and acknowledgment all amendments to the solicitation. Amendments to the solicitation may be electronically sent or posted at the vendor portal website. You must register as Interested Vendor at the Fedbizopps website for solicitation. In order to receive e-mail notification of amendments, you must register in www.fbo.gov/; The solicitation will be issued as an Invitation for Bid (IFB). Work must be completed within the guidelines of the SOW. Project phasing and schedule will be coordinated with the VA COR in collaboration with the Contractor. A minimum 120-day bid acceptance period is required. Performance and Payment bonds will be required from the contractor receiving award. A pre-bid conference is TBD. NOTE: Interested parties are to submit their Capabilities Statement to the Contracting Office (No more than 10 pages, please) via email to ambera.parker@va.gov no later than 3/28/2019 at 4:00pm (CST). The following is an abbreviated reference of Statement of Work and does not address the entire requirement: Telephone requests will NOT be accepted. Tentative Bid Opening is projected to occur on or about late April 2019. PROJECT 564-17-115 Install New Roof Building 3 VA MEDICAL CENTER FAYETTEVILLE, ARKANSAS The Contractor must furnish all management, supervision, labor, material, equipment, tools, supplies, parts, and related services, in accordance with the SOW, drawings, and specifications to be complete and working systems, necessary for the construction of a new fully functioning, standalone inpatient mental health building in accordance to the VA Minor Construction Program. The location of the new facility must be located on the main campus of the Veterans Health Care System of the Ozarks located at 1100 N. College Ave, Fayetteville, Arkansas. Remove existing roof system approximately 8000 SF (Contractor to field verify actual size and conditions) to original deck, including flashings to adjacent sections, and dormers walls. During demolition remove edge, hip, ridge flashing, and ice dam. Replace moisture damaged wood then reinstall copper flashings. Anywhere an entire section of copper flashing is not replaced, the new material shall match existing. Install matte white polypropylene tensile strength reinforced underlayment over entire roof areas, Sharkskin Ultra or equal and has a standard 50 year warranty. Install new Ludiwici Beach Brown color clay or equal according to manufactures specifications, details and workmanship requirements. Provide and install four OSHA 1910 compliant fixed industrial ladders at locations shown on drawings. All metal colors should be dark not black in appearance. Urethane color shall be dark not black in appearance. Install zinc strip at ridges as a moss lichen inhibitor. At gable end provide and install T flashing metal or edge tiles to prevent blowing and weeping water infiltration. Install new metal ice dam to match existing. Reattach existing lightning protection system to original condition. Contractor is responsible for field verifying all dimensions and quantities.
