Performance Work Statement 36C25519Q0311 This Sources Sought Notice is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any product or service. Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been appropriated, authorized or received for this effort. The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, performance work statement, statement of objectives or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested in and capable of providing the services described below. Documentation of technical expertise and capabilities must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for and perform the requirements of this requirement. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The VA Heartland Network 15, Network Contracting Office 15, located at 3450 South 4th Street, Leavenworth, KS, 66048-5055 is seeking a potential qualified contractor to: Remove and Replace One Fire Hydrant for the Veterans Administration St. Louis Health Care System (VASTLHCS), St. Louis MO. (see PWS below). Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Service Disabled Veteran Owned Small Business firms is anticipated based on the Veterans Administration requirement with Public Law 109-461, Section 8127 Veterans Benefit Act and VAAR 808.002 (Class Deviation), Priorities for use of Department of Veterans Affairs (VA). However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open solicitation may be considered for publication. Classification System (NAICS) code for this acquisition is 237110 (Water and Sewer Line and Related Structures Construction), with a size standard of $36.5 million. Notice to potential offerors: All offerors who intend to provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov) in order to be able to receive a contract award. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. Registration must be current and verified. Written response to this source sought from Interested parties must be received Not Later Than March 26, 2019. PERFORMANCE WORK STATEMENT Fire Hydrant Replacement VA St. Louis Health Care System - John Cochran 1.0 INTRODUCTION The St. Louis VA Medical Center (John Cochran, 915 N. Grand Blvd, St. Louis, Missouri 63106) requires removal and replacement of one (1) Fire Hydrant located outside of Building 3 (map attached), including the requirement to add a6 isolation valve. The current fire hydrant is frozen/stuck in the shut position. Hydrant Identifier: Hydrant Number 1. Contractor shall follow NFPA and VA guidelines as follows: NFPA 25 and NFPA 24 TIL Master Specs Water Utilities Section 33 10 00, dated March 1, 2017 (available at https://www.cfm.va.gov/TIL/spec/331000) 2.0 OBJECTIVES The scope of work is to replace (1) Fire Hydrant outside of Building 3 (Hydrant Number 1), add new 6 isolating gate valve per current NFPA Code. The Hydrant and accessories shall be designed and installed per NFPA and VA guidelines to meet original design or as otherwise stated in this Performance Work Statement. Work hours are to be during normal working hours, Monday through Friday, 8:00am through 4:30pm. Conduct a physical site inspection to include: 3.0 GENERAL REQUIREMENTS Contractor shall provide all labor, supervision, tools, transportation, equipment, materials, supplies, licenses and permits necessary to remove and replace Hydrant Number 1, add a new 6 isolation gate valve. John Cochran Division Pipe Shop Foreman (COR) will shutoff street key in parking lot prior to contractor conducting work. JC Pipe Shop will also refill system and make ready for contractor startup upon completion of install. Contractor shall perform start-up and Testing of Fire Hydrant with the Mike Stogsdill Pipe Shop Foreman (COR). All manuals for newly installed equipment shall be provided to the COR upon completion of project. Testing will include a GPM Flow test on hydrant with paper work. The installed unit, components, parts and materials shall include the manufacturer s parts and defects warranty(ies) for period of not less than one-year from the date of Government Acceptance of the completed installation. Acceptance of Work. Inspection and acceptance shall be in accordance with FAR Clause 52.212-4, para. (a), Inspection/Acceptance. The Contractor shall coordinate all scheduling of work of systems with the Pipe Shop Foreman (COR) at Medical Center. 4.0 COR at Location (TBD) NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (22-MAR-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
