- The U.S. Nuclear Regulatory Commission (NRC) intends to solicit, negotiate with, and award a contract to Competitive Innovations, LLC, located at 302 E Davis St, Suite 201, Culpeper, VA, 22701-2808, a historically underutilized business zone (HUBZone) certified small business, for replacing the NRC's current, outdated, public-facing web site infrastructure (www.nrc.gov) with a commercially available off-the-shelf (COTS) Web Content Management System (WCMS)that resides on a cloud-hosted, FedRAMP approved Platform as a Service (PaaS). The NRC requires a single COTS product solution model that does not require customization and includes product hosting in a cloud-based environment; migration of the existing www.nrc.gov website and content to the new environment; and all licenses and annual support. Providers of cloud hosted services to Federal Government customers must be authorized under the FedRAMP governance process. See https://www.fedramp.gov/faqs/. The contract will consist of an estimated base period of June 1, 2019 through May 30, 2022, plus three/four of one-year options to extend the term of the contract. The NRC conducted market research, and posted a sources sought in FBO at https://www.fbo.gov/spg/NRC/OA/DCPM/Request_for_Information_for_Web_Content_Management_System /listing.html and received responses from 14 vendors, including 4 that self-identified as HUBZone certified small businesses. Based on the NRC's analysis of the responses received, the NRC identified Competitive Innovations, LLC, as the only HUBZone certified small business capable of meeting NRC's requirements of providing a COTS solution in a complete suite requiring no customization to reside on a cloud-hosted FedRamp certified/approved platform. The authority for this sole source procurement is 15 U.S.C. 657a, as implemented in Federal Acquisition Regulation (FAR) 6.302-5(b)(5), sole source awards under the HUBZone Act and FAR 19.1306. Note that this is not a request for competitive proposals. However, all interested parties (HUBZone certified small businesses only) who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above (no phone calls will be accepted). Deadline date and time for the submittals is March 27 2019 by 5:00 p.m. ET. A determination by the Government not to award this requirement as a HUBZone sole source, based upon responses to this notice, is solely within the discretion of the Government. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.
