Description

Navajo Area Indian Health Services, Gallup Service Unit intends to award a single source purchase order to Nuance Communications, 3984 Pepsi Cola Drive, Melbourne, FL 32943 under the authority of FAR Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for the procurement of PowerScribe 360 Dictaphone Transcription software updates, upgrades, maintenance, and support for the Gallup Indian Medical Center, 516 E Nizhoni Blvd, Gallup, NM 87301. This requirement provides web-based speech recognition software updates and upgrades as well as onsite maintenance support required to ensure continuous operability of the system. Nuance has a patent on the software, therefore, not available for competition. This notice is not a request for competitive proposals and no solicitation is available. The Government intends to acquire a commercial item using FAR Part 12 and intends to procure from only one source under the authority of FAR 6.302-1, that the circumstances of this contract action deem only a single source is reasonably available to fulfill the stated requirement. Interested organizations may submit their capabilities and qualifications to perform the requirement in writing to Natasha.Bitsoi@ihs.gov no later than 12pm, Friday, 29 March 2019. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for proposals or quotes will be issued base upon this Notice of Intent.
