Description
Transition Planning, Kalaupapa National Historical Park, Hawaii This is a combined synopsis/solicitation for commercial items and/or services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation No. 140P8219Q0007 is issued as a Request for Quotation to provide transition planning services for Kalaupapa National Historical Park, Molokai, Hawaii. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01 dated 12/20/2018. This acquisition is a 100% small business set aside, using NAICS 541611, Administrative Management and General Management Consulting Services, size standard $15.0 million. The contractor who is selected for this project will provide all labor, materials/supplies, and travel necessary to complete attached Scope of Work. A general breakdown of the quote should be provided and must include all related travel expenses. The following provisions/clauses apply to this acquisition and are attached or incorporated by reference: The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer. If your annual representations and certification have not been completed electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal, please provide a completed copy of your representations and certifications pursuant to FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with your offer. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses cited and incorporated by reference: FAR 52.204-10, 52.209-6,, 52.219-6, 52.219-13, 52.219-14, 52.219-28, 52.222-21, 52.222-26, 52.222-36, 52.222-50, 52.223-18, 52.225-13, 52.232-33, 52.233-3, 52.233-4, 52.232-39, 52.252-2. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Price (ii) Past performance (see FAR 15.304) and relevant experience Past performance and relevant experience is equally as important as price. The Government will use the information submitted by the offeror as well as any information derived from other sources, such as the Past Performance Retrieval System (PPIRS) to evaluate past performance and relevant experience. The Government may, at its discretion, contact other known customers, customer protection organizations, or other sources that may have useful and/or relevant information. Line Items: Item #/Price Per Job (lump sum) 10 Transition Planning Services $______________ A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Please submit offers via email no later than Monday, April 8, 2019 at 8:00 A.M. HST. DO NOT SUBMIT OFFERS THROUGH ANY OTHER MEANS.
