- THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. THIS IS SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION (RFI) Only. No solicitation is available. This Sources Sought Synopsis/RFI is released pursuant to FAR 15.201 (e), Exchanges with Industry, and is issued for the purpose of conducting market research. The NASA Johnson Space Center (JSC) is planning to recompete the contract requirements associated with the current JSC Administrative Support Services (JASS) II contract which will end May 31, 2020. The current contract is an 8(a) Set-Aside, Firm Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ). It has a 5-year period of performance. The total potential value for JASS II is $73M. The JASS II contract provides full-time, part-time, and temporary administrative support to organizations in fulfilling JSC's mission and objectives. Major areas of the contract include branch/office and division-level throughout the Center, program/directorate-level support, flight crews (launch and landing activity support), center-level meeting support, special teams and short-term projects. The effort will include general office services, data management, time and labor collection, the coordination for property, moves, training, information services, special events and other miscellaneous activities. The primary work areas for this contract are at the NASA JSC, Houston, Texas, Ellington Field (EF), Houston, Texas, Sonny Carter Training Facility (SCTF), Houston, Texas, and White Sands Test Facility (WSTF), Las Cruces, New Mexico. A current version of the Statement of Work (SOW) for the JASS II contract, NNJ15RA34B, has been released via Freedom of Information Act (FOIA) process and can be viewed at the following web address: https://procurement.jsc.nasa.gov/jass3/. The NAICS code for the proposed acquisition is 561110, Office Administrative Services. The small business size standard is $7.5 million/year. The intent of this Sources Sought Synopsis is to solicit comments from industry and capability states from qualified sources including Small (SB), Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI). Sources Sought responses will be used to determine how this acquisition may be set aside. While this request is intended for all small business to respond, NASA/JSC, is targeting 8(a) set-asides to increase 8(a) set-asides participation in FY2020 and beyond. Interested offerors/vendors having the required specialized capabilities to meet the above requirements should submit a capability statement of no more than 7 pages. Responses must include the following: 1. Name and address of firm and the name of the author of suggestions. 2. Size of Business 3. Average annual revenue for past three years 4. Number of employees 5. Whether the firm is a SB, SDB, HUBzone, WOSB, VOSB, SDVOSB, HBCU/MI and/or 8a. 6. Number of years in the business 7. Affiliate information: parent company, joint adventure partners and potential teaming partners. 8. A list of customers covering the past five years (highlight relevant work performed, contract numbers-prime or subcontractor, contract type, dollar value of each procurement, and point of contact-address and phone number). If work was performed as a subcontractor, please indicate percentage of work/subcontract dollar value. In addition, industry is also invited to provide inputs in the following areas in narrative form in any response to this synopsis: 1. Given the requirement scope detailed above, what percentage of incumbent workforce does your company typically retain with similar requirements. 2. Past projects with proven administrative and clerical services experience with an emphasis on work performed on a Federal installation, include three (3) references. These references must include a description of relevant work performed, contract numbers, contract type, dollar value of each procurement, and a point of contact-address and phone numbers. 3. Ability to meet the 50% requirement of work to be performed by the prime contractor as set forth in FAR 52.219-14, Limitations on Subcontracting, Provide examples three (3) past projects with emphasis on work performed on a Federal Installation. The provided examples are to indicate that the potential offeror is capable of performing the primary and vital functions of contract in accordance with Ostensible Subcontract Rule, 13 C.F.R. 121.103(h)(4)(2005). Note: Projects that satisfy the requirements of both items 2 and 3 of the synopsis only need to be submitted once. This notice is issued by NASA/JSC as a Request for information seeking capabilities from industry. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition, subject to FAR Clause 52.215-3, entitled "Requested for Information or Solicitation for planning purposes." It does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation and is not be construed as a commitment by the Government to enter into a contract. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI/synopsis. This synopsis is for information and planning purposes and is not be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized on the Federal Business Opportunities website and on the NASA Acquisition Internet Service. Potential offerors are responsible to monitor these sites for the release of any solicitation or synopsis. The Government intends to review the responses submitted by industry. The information received will not be released in its submitted form outside of the Government, but may be used to refine requirements and develop the best approach for any follow-on contract strategy. Therefore, the information may be recognizable. Please do not submit proprietary information. Data that is submitted as part of the Industry's response that is marked "proprietary" will not be reviewed.
