- 04Veterans Affairs Network Contracting Office 6 (NCO 6) intends to negotiate on a sole source basis with HICAPS, Inc. (DUNS: 189079940), pursuant to FAR 13.106-1(b) and specifically VAAR 819.7007(a), for Sole Source Award to Service-Disabled Veteran Owned Small Businesses (SDVOSBs). This notice is being provided in accordance with FAR 5.203(a). The proposed sole source contract is for construction services to Repair Prefabricated Building 17C at the W. G. Hefner VA Medical Center in Salisbury, North Carolina. The NAICS code for this contract action is 236220, Commercial and Institutional Building Construction (SBA Size Standard: $36.5m annual revenue). The Product Service Code for this action is Z2DA, Repair or Alteration of Hospitals and Infirmaries. The project scope of work includes all equipment, material and labor necessary to make repairs to a prefabricated building, manufactured by Kirby Building Systems, which was damaged by a fallen tree. Subcontracted work shall be performed by an installer authorized by Kirby Building Systems to make repairs. HICAPS, Inc., a VIP-registered Service Disabled Veteran-Owned Small Business, is the incumbent of the original project to construct the damaged building. This sole source synopsis is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement, may submit a proposal to the contracting officer no later than Tuesday, April 9, 2019, 05:00PM EST. Proposals may be sent to Daniel Spaulding, Contracting Officer, at daniel.spaulding@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
