Description
The proposed contract action is for the procurement of residential executive-level business education courses on a sole source basis from University of Virginia, Darden School of Business in support of the Office of the Deputy Assistant Secretary of the Navy for Acquisition and Procurement (DASN (AP)). In partnership with the Department of the Navy, Darden has developed an existing executive education program to educate military and civilian acquisition personnel in the integration of Navy business systems and acquisition processes with current industry technological and financial management considerations and practices. DASN (AP) requires one two-week course during the period 21 July 2019 through 02 August 2019. Contract performance will take place on the campus of the University of Virginia in Charlottesville, Virginia. Each class size will accommodate up to 52 students. In addition to the educational instruction, the University shall provide all course materials, lodging, and weekday meals. A Request for Proposal will be sent to University of Virginia, Darden School of Business on, or about, 12 March 2019, and the anticipated contract award date is 28 March 2019. The placement of a firm fixed price contract is anticipated. The statutory authority for this effort that permits other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with FAR 6.302-1(a) (2)(iii), the Government has deemed the requirement to be available only through University of Virginia, Darden School of Business, as the original source, and award to any other source would result in substantial duplication of costs to the Government, which would not be recovered through competition. All responsible sources may submit a capability statement, which shall be received by 11 March 2019, and will be considered by the government. To be deemed responsible, the source shall, at a minimum, be a school or university with a graduate business program accredited by the American Assembly of Collegiate Schools of Business (AACSB). Any source deemed responsible, having submitted a capability statement by 11 March 2019 may obtain the solicitation through the GPE at http://www.fedbizopps.gov/.
