Description
The Philadelphia Office of NAVSUP Fleet Logistic Center ™s Contracting Department is seeking capable small businesses for the requirement of advanced training and support on behalf of Department of the Navy (DON) Acquisition Workforce (AWF) In support of this training and support requirement, the Contractor shall develop advanced training and supplemental materials in four topic areas: (1) energizing the workforce and creating a culture that can sustain high energy levels; (2) promoting or increasing program office, staff office, IPT, action officer, or other working group productivity, innovation, and technical and professional excellence; (3) understanding, defining, and measuring Career Field/Path productivity, innovation, and technical and professional excellence; and (4) an acquisition workforce managed like an acquisition program, where models and measures provide understanding of leadership decisions and environmental impacts. The Contractor shall also provide subject matter experts for management consulting. This shall be in support of AWF Strategic Plan 2016-2022, the National Security Strategy, and current SECDEF and SECNAV guidance. This requirement requires a SECRET level clearance. In support of this requirement, it is desirable for the Contractor to: have at least three employees with expert-level knowledge-base of the DAWIA laws, regulations, and operating guides (at least 10 years of experience); include a program manager with at least 10 years of experience with Navy specific DAWIA policy; and include at least three employees that hold a PhD in Industrial Engineering or Organizational Psychology with 10 years of experience in Navy DAWIA Policy. A firm fixed price contract is anticipated during the first quarter of Fiscal Year 2019. The resulting contract will have a base period and one, one-year option period. The applicable NAICS code is 611430. Prospective offerors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this market research survey/sources sought synopsis via the submission of an executive summary, no more than two (2) pages in length. The submission should include the following information. Company name, address, point of contact name with corresponding phone number, fax number and email address. Capability statement, to include past performance. If past performance information is provided, please only include relevant past performance on the same/similar work within the last five (5) years. The relevant past performance should identify the applicable contract number; total contract dollar amount; contract period of performance; and a customer point of contact with corresponding telephone number and email address.
