Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions. It is neither a solicitation announcement nor a request for proposals or quotes. The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. Any inquiries are to be made in writing by email to the point of contact, Durell Salaz, Contracting Officer. Responses to this notice shall be sent by email to durell.salaz@va.gov by the due date and time of 04/08/2019 by 3:00 p.m. PST. Description of requirement and submittal requirements are below: The contactor shall provide ARRT, NMTCB, ARDMS registered Diagnostic Radiologic Technologist to provide technologist services for our veteran patients radiology imaging requirements at the VA Palo Alto Health Care System (VAPAHCS) and Community Based Outpatient Clinics (CBOC). Services include the full range of radiology subspecialized services. The Diagnostic Radiologic Technologist (DRT) will provide imaging services that includes all levels of subspecialized imaging care in Interventional Radiology, Nuclear Medicine, Sonography, Computed Tomography, Magnetic Resonance, Mammography, and General Radiography for outpatient and inpatient VA patients. Technological services include screening, diagnostic, and research exams as well as appropriate supplemental procedures. The NAICS code is 561320 with business size of $27.5 million. The requirement is for approximately 28 full-time equivalents (FTE) radiologic technologists as follows: Radiologic Technologist MRI 6 FTE Radiology Technologist for Computed Tomography (CT) 5 FTE Interventional Radiology Imaging Technologist 5 FTE Diagnostic Medical Sonographer 4 FTE Radiology Technologist in Mammography 2 FTE Nuclear Medicine 4 FTE General Radiology 2 FTE Only firms interested and capable should send their information and/or capability statement and any questions by email to durell.salaz@va.gov a no later than 3:00 PM Pacific Standard Time, April 15, 2019. Describe experience providing radiologic technologists. Identify an hourly price estimate for the technologists based on the requirements in the PWSs. (Note, this is not a request for quote it s requesting pricing information for market research purposes only.) Before responding please carefully read and consider the following: As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Pursuant to FAR 52.222-17 Non-displacement of Qualified Workers, a successor contractor will be required to offer a first right of refusal to incumbent employees.
